PM Harris blames Douglas for Chinese Fugitive Saga

    BASSETERRE, St. Kitts – FOLLOWING local, regional and international media reports on accusations of the Team Unity Administration harbouring Chinese national Ren Biao who is on Interpol’s Wanted List, and the Opposition’s call for Prime Minister Dr. the Hon. Timothy Harris’ resignation, the Federation’s Political Leader has responded and is accusing the former Dr. Denzil Douglas-led Labour Administration of failing to address the issue while in Office.

     

    Ren Biao, who is accused of swindling over US$100M from a Chinese-state firm, was granted citizenship under the Federation’s Citizenship by Investment programme in 2013 and is said to be residing in St. Kitts with his wife and school-aged son.

    Speaking yesterday morning (May 8) on Sugar City 90.3 FM’s programme ‘The People’s Voice’ with host Ambassador Michael Powell, PM Harris intimated that the issue is another act of distraction, deception and dishonesty of the former Administration and that right-thinking people would not be fooled.

     “The difficulties that we had dealing now are part of the bad inheritance of the Denzil Douglas regime. That government, headed by Denzil Douglas, had become a pariah in the eyes of the international community, and it is therefore strange that he who had brought the country into disrepute, he who ensured that the country’s good name was sullied time after time would now want to come and to hypocritically profess to have concern about the country and the country’s programme,” Harris said.

    He stated that it was the Labour Administration that provided citizenship to Biao and his family and not the Government of National Unity.

    “...These persons were never facilitated by the Team Unity Administration. And you must ask yourself, did the Dr. Denzil Douglas Administration know what they were doing when they accorded citizenship to these Chinese persons. Did they do their good work on behalf of the people, or there were other motivations?

    “I will say in my view there appears to have been other motivations. And the clamour which they are attempting to raise to distract from their fallout march, the smallest march on record. And after Labour Day their story is not about the failed march, their story is about two Chinese, they say, who are here and who they claim the government should handover.

    “So, we must ask them, why didn’t you hand them over? And, in the first place, if you had not given them their citizenship they would not be here to become the subject of a conversation. They gave them their passports; but not only that, the Denzil Douglas Administration was careful enough to give them passports without the country of origin field.”

    He stressed that it was a serious and dangerous act on behalf of the former Administration, claiming that they were warned by the US Government not to have issued passports that did not bear the country of origin field.

    Dr. Harris also pointed fingers at Erasmus Williams, proclaiming that he had lied on the US authorities.
     
    “We only have to go back to the US responses to the lies being told on them by Erasmus Williams, then Press Secretary to Denzil Douglas.” He added that the US made it clear that they had warned the Labour Administration that if they proceeded to issue passport without the country of origin field, illicit actors would enter into the programme.

    “The phraseology of illicit actors is found in the FinCEN Advisory of May 2014. In other words, the US was upset with the Denzil Douglas Administration and its pampering to illicit actors that it took the ultimate step of declaring to the world that the Denzil Douglas Administration was presiding over a citizenship programme that facilitated the participation of illicit actors. 

    “How dare Denzil come now to talk to us about programme and about reputation of the programme when he destroyed the programme?” 

    Deeming what, he claimed, the previous Administration did was an act of hypocrisy, Dr. Harris postulated that the Federation should be aware that in 2014 a request was sent by Interpol to the Douglas Administration. 

    “In the report, which was submitted in July of 2014 by the Interpol authorities from Washington, DC, they gave the Denzil Douglas Administration the name of the Chinese that was coming, the date of birth. They told the Denzil Douglas Administration that the parties were travelling on British Airways Flight 2157 from London, Gatwick to St. Kitts, with a layover in Antigua. The flight is due to arrive at 15:30. This information is being relayed to the Denzil Douglas Administration for them to take necessary action and to advise Interpol.

    “Well, if the gentlemen and the lady are here as citizens of St. Kitts and Nevis and Douglas had this notice, this warning, this flash, flash report from Interpol, Douglas ought to be ashamed of himself to now to be coming talking about these same persons. For if there was anyone who had harboured them, it would have been the Denzil Douglas Administration, because in light of the notice and if he had meant well, these persons perhaps would have never passed the airport.”

    The Prime Minister claimed that even though Dr. Douglas was privy to that information, he now wants to “blame others for his grave sins of omission and commission”, adding “that is the nature of Denzil Douglas”.

    He also claimed that the country has come to accept Dr. Douglas as “a dishonest leader without a moral minimum who will do and say anything, because he has an appetite, an addiction for political power. And he will destroy anyone, including the country of St. Kitts and Nevis if, per chance, he feels he can secure political opportunity”.
