Road March among top changes for 2017/2018 Carnival

    BASSETERRE, St. Kitts – FOLLOWING years of complaints, the National Carnival Committee has decided to change the model used for judging Road March, and that will be in effect from the upcoming National Carnival.

     

    A recent guest on WINN FM’s ‘Voices’ programme, Carnival Chairman Noah Mills indicated that they would be revising the model for the judging of Road March so as to provide for better transparency.

    He explained that “for years we have heard complaints about how it is done. It is a very simplistic assessment model - the number of times a registered entity drives by a specific judging spot playing a certain song”.

    However, Mills contends that there are loopholes in that model.

    The Chairman stated that they held meetings with some of the bands, which had put forward their proposals.

    “…but Carnival in not only about the Carnival Committee or the participating entities. Hence, we are welcoming feedback and suggestions from the public as to how to improve that model so there would be more transparency and more equity in assessing Road March.”

    The Soca Competition is another area that will be seeing changes.

    According to Chairman Mills, they have looked at various models around the region, including Trinidad and Tobago, and they would be implementing their new system.

    “…in both Montserrat as well as BVI, which are smaller islands, and by extension Trinidad, the Soca model is one competition. There is no Groovy and there is no Power section, and we have decided to adopt that model this year.

    “After looking at it and discussing with some of my counterparts around the region – because we do have a network of Carnival leaders….so we will be pursing that direction this year.”

    Additionally, Mills, who had found himself in conflicts with some entertainers during the past two Carnivals, revealed that this year they would be increasing the number of finalist for the Soca Competition.

    Further, he stated that they would be looking at the possibility of increasing the prize monies for the winners.

    Questioned on if there were budgetary constraints that propelled the decisions, Mills responded in the negative.

    He explained that after being in discussions with his team, the Carnival Committee, the specific Chairperson as well as the Minister with responsibility for Carnival, who has been au fait and continues to give input and feedback, he was able to present a budget that was the same as last year.

    That budget, according to Mills, speaks to the competition itself and not about overlays like security and the other support services.

    “…I’m talking about participation fees, prize monies and things of that nature.”

    The National Carnival Committee has already released its official Calendar of Activities, minus the private fringe events.
