ROADTOWN Tortola BVI, October 3rd, 2012  – The legal fraternity of the Virgin Islands expressed words of congratulations to Her Ladyship the Hon. Madam Justice Janice Pereira on her appointment as Acting Chief Justice of the Eastern Caribbean Supreme Court (ECSC).

The words of congratulations were made at a special sitting of the Court of Appeal held on October 1. During the sitting Justices of Appeal the Hon. Madam Louise Blenman and the Hon. Mister Mario Michel were welcomed to the Territory.

The sitting was presided over by His Lordship the Honourable Justice Albert Redhead. Attorney General, Dr. the Honourable Christopher Malcolm; Members of the Inner Bar, Messrs. Gerard Farara, QC, Paul Webster, QC, Lewis Hunte, QC, Sydney Bennett, QC and Mrs. Dancia Penn, QC; Director of Public Prosecutions, Mr. Wayne Rajbansie and Member of the Utter Bar Ms. Dawn Smith all gave remarks at the sitting and spoke in detail about the contributions the Acting Chief Justice has made to the ECSC and the impact she has had on them as individuals.

The Acting Chief Justice in her response said, “In my years of practice at the bar, I learned much about the law and indeed much more about human character. On the bench, I have gained a new perspective of the awesome responsibility of being charged with the dispensation of justice. I am honoured by the trust and confidence placed in me by heads of the OECS Member States, and to be able to serve all our people in this capacity.”

The Acting Chief Justice added, “In this new capacity, I pledge to uphold the nobility and integrity of this office and to serve our people to the best of my ability. Of course, I cannot accomplish this on my own but I am certain with the support of all judicial officers and officers of the legal profession, the judiciary, though faced with many challenges in today’s complex world will continue to fulfil its mandate of ensuring access to and the delivery of justice by means of a system, which is independent and accountable.”

In the Acting Chief Justice’s remarks she thanked her family, former teachers, mentors and colleagues who have touched and moulded her into the person she is today. She said, “Life is a journey, it winds through hills and valleys, empty spaces and crowded places. It is not a destination and so it is not about the end of that journey but rather the accumulation of experiences along the way. It is those experiences, which account for where and what you are at any point in time.”

Government officials in attendance at Monday’s sitting were His Excellency the Governor, Mr. Boyd McCleary, CMG, CVO, Premier and Minister of Finance, Dr. the Honourable D. Orlando Smith, OBE, Deputy Premier and Minister for Natural Resources and Labour, Dr. the Honourable Kedrick Pickering, Minister for Education and Culture, Honourable Myron W. Walwyn, Speaker of the House of Assembly, Honourable Ingrid Moses. Leader of the Opposition, Honourable Ralph T. O’Neal, OBE, Deputy Speaker of the House of Assembly, Honourable Delores Christopher, First District Representative, Honourable Andrew Fahie and Eighth District Representative Honourable Marlon Penn were also in attendance.

Her Ladyship the Hon. Justice Janice Pereira was appointed as a High court Judge of the ECSC in 2003 and as a Justice of Appeal in 2009. She was appointed as Acting Chief Justice on August 1, 2012. She supersedes Sir Hugh Anthony Rawlins who retired from the ECSC on July 31, 2012.
