OAS Secretary General Discusses the Drug Problem in the Region and Calls to Move from Analysis to Action

    March 21st, 2014  --  The Secretary General of the Organization of American States (OAS), José Miguel Insulza, participated today in an event organized by the Council on Foreign Relations in New York during which he highlighted the opportunity provided for the region to discuss the drug problem, spoke about the OAS leadership and experience in this field, and explained concrete measures that need to be taken to move from the dissemination of the report to specific actions.

     

    In his presentation, Secretary General Insulza summarized the content, structure, and main conclusions of the Report on the Drug Problem in the Americas (Scenarios Report and Analytical Report) that was prepared by the OAS in compliance with a mandate of the VI Summit of the Americas held in Cartagena de Indias, Colombia, in 2012. This report, he explained, was presented almost a year ago, but its contents sparked a lively debate that is still going in the Hemisphere.

    The OAS highest official further explained that drug abuse and drug related crime are the two negative factors affecting the region that were at the center of the report, a document that represents “a chance to activate a very necessary review on drug policies, leading to change”. He also recalled that although the debate about the war against drugs was already active in other fora, “this was the first time that a regional international organization took a stand to request a major policy review.” 

    After detailing the purpose and context considered to prepare both the Analytical and Scenarios reports, Secretary General Insulza asserted that “the results and impact of the report have gone beyond expectations, a healthy and vigorous debate is taking place across the Hemisphere, there has been a change in the views of many actors, public and private, and some interesting initiatives are already in place”. “The first part of our work has been successfully completed and the first phase of our commitment has been successfully carried out,” he added.
