ALP Manifesto Outlines Plans to Undermine the Economy

    June 5th, 2014  --  General Secretary of the United Progressive Party (UPP) Cortwright Marshall has cautioned the electorate that the manifesto of the Antigua Labour Party (ALP) is full of inducements that will lead Antigua and Barbuda back to the unsustainability that was characteristic of successive Labour Party administrations.

     

    The ALP has pledged, among numerous promises, to repeal Personal Income Tax (PIT), which accounts for around $42.5 million per annum in revenue; review corporate and business tax assessments and the penalty for filing ABST late with a view to granting concessions; abolish Tax Certification Certificates, which ensure compliance before goods are cleared from the port; reduce the taxes on airfare; and write off debts in several areas, including electricity and water arrears to Antigua Power Utilities Authority (APUA) for households and businesses.
     
    “The Antigua Labour Party will widen the deficit with which government operates with the reduction in direct taxation. An ALP administration will then shift the tax burden from the top wage earners and the rich to the poor with the increase in indirect taxation, such as an increase in the Antigua and Barbuda Sales Tax (ABST) rate,” Marshall said.
     
    “Under this scheme government will be unable to meet obligations to the statutory corporations and to pay subventions. It will result in a fast slide back to the days when the ALP government raided these statutory corporations and failed to honour obligations in the local, regional and international for a. It will also lead to the cancellation of the social programmes initiated by the UPP,” Marshall added.
     
    The manifesto also makes a number of pledges that are already policy. This list includes cost of living adjustments to pensioners, which was proposed by the Pension Modernisation Committee and detailed in the 2014 Budget Statement; the waiver of work permit fees, which is an initiative in progress under the OECS and Carciom constructs; the pledge to lower corporate income tax, which was announced by the UPP; the establishment of the University of Antigua and Barbuda, for which work is under way; making Barbuda a port of entry, although the Barbuda representative, Trevor Walker, has detailed advanced plans; and exempting security equipment from duty, which the UPP administration has already done.
     
    “The ALP is promising that materials for manufacturing will be relieved of the Revenue Recovery Charge when said materials are already exempt from the RRC. These things highlight the deception of the Labour Party, and these are but a few points that can be made from their manifesto,” Marshall said.
     
    “Some of the plans and policies as proposed by the ALP may sound sweet to some but, if implemented, will have disastrous effects on the country,” Marshall said.
