Tuesday, June 17 – In accordance with the BVI Ports Authority (BVIPA) Regulations 1995 (Revised), the Authority will begin collecting cargo charges effective July 1, 2014. In an invited comment, BVIPA Deputy Managing Director Mr. Al Henley said that the charges are currently collected by Her Majesty’s (HM) Customs on behalf of the Authority.

“Now the Authority is in a better administrative position to collect the cargo charges directly from our customers, which is excellent news for us as we seek to be more fiscally prudent,” said Mr. Henley.

Mr. Henley took the opportunity to thank HM Customs for the support the department has provided to the Authority over the years.

Regarding the charges, the deputy managing director referenced Regulation 92 which states: “Cargo charges as set out in Item A in the Third Schedule, shall be paid on all cargo loaded or unloaded from a vessel”.

Item A indicates a $2.00 rate per ton weight or part thereof; and $2.00 per ton measurement or part thereof. This means that a vessel carrying 200 tons of cargo will pay $400.00 in cargo charges to the Authority.

Mr. Henley encouraged customers to continue complying with the regulations as they are already paying cargo charges, and that they are only being directed to pay the same dues to the Authority.

Effective July 1, 2014, cargo charges are to be paid to the cashiers at the BVIPA Port Purcell Headquarters.

The BVI Ports Authority’s mission is to provide superior quality seaport facilities and services, in an environment characterised by employee growth and development, cutting edge technology and teamwork for the betterment of the BVI.
