Delta submits lowest bids to fuel BVIEC generators

    June 27th, 2014   --   The audience sitting in the BVI Electricity Corporation’s conference room on Friday morning had their eyes on the brown box in the corner.

     

    After unlocking the box, BVIEC General Manager Leroy Abraham pulled out a white manila envelope and held it out before the roomful of vendors, BVIEC board members and reporters.

    “Does this look familiar to anyone?” he asked, to which Liz Wyatt, the country manager for the fuel importer Sol, nodded her head.

    “Please kindly confirm the packages are the same way you dropped them off,” Mr. Abraham asked.

    After she confirmed the envelope hadn’t been tampered with, Mr. Abraham opened it, revealing the company’s bid to supply the BVIEC with the thousands of gallons of diesel fuel it needs annually to power its generators.

    Sol offered to supply the needed fuel for $92.9 million over a two-year period beginning on Sept. 1. Minutes later, Mr. Abraham opened another envelope with a rival proposal from Delta Petroleum: a $78 million bid.

    The BVIEC holds the fuel tender every two years. Delta won the previous contract in 2012 with a $76.8 million bid compared to Sol’s $79.1 million offer.

    For the first time this year, the BVIEC asked the firms to submit bids to supply fuel for three-, four-, and five-year periods as a way to save the corporation money, Mr. Abraham said.

    Delta offered a $116.9 million bid for three years, $154.5 for four years and $192 for five years. Sol only submitted a bid for the two-year supply contract.

    Additionally, both companies offered to supply the BVIEC with the lubricating oil the generators use. Sol made the BVIEC an offer of $9.57 per gallon for the two-year period, while Delta quoted a flat fee: $1.09 million for two years; $1.65 million for three; $2.2 million for four; and $2.7 millions for five years.

    The corporation also asked for bids to supply gasoline to its vehicle fleet. Sol bid $343,800 for two years, while Delta made a $257,319 offer. Delta also bid $385,978, $514,637 and $609,210, respectively, to supply the BVIEC with vehicle fuel for the three-, four-, and five-year periods.

    Mr. Abraham said that the corporation’s technical experts will now review all of the proposals and announce the winning bids in the coming weeks.

    Delta ‘s bid was $14.90 million less than the other bidder.
