Virgin Islands House Of Assembly To Resume On November 10

    Thursday, November 6, 2014 - The public is invited to tune into ZBVI Radio and CBN Channel 51 as the First Sitting of the Fourth Session of the Second House of Assembly of the Virgin Islands resumes on Monday, November 10, 2014 at 10:00a.m.

     

    During this time, His Excellency the Governor Mr. John S. Duncan will deliver the Speech from the Throne outlining Government’s legislative programme for the upcoming session.

    On Thursday, October 30, the Governor acting in accordance with the advice of the Premier, issued a proclamation appointing the date for the upcoming session, which was published in the Gazette.

    The proclamation states: “NOW THEREFORE, by virtue and in exercise of the power vested in me by section 83(1) of the Virgin Islands Constitution Order, 2007, I DO HEREBY APPOINT that the First Sitting of the Fourth Session of the Second House of Assembly shall be held at the House of Assembly in Road Town at 10:00 a.m. on Monday, 10th day of November, 2014.”

    On Thursday, September 25, 2014 the then Acting Governor of the Virgin Islands, V. Inez Archibald, on the advice of Premier Dr. the Honourable D. Orlando Smith, OBE prorogued the House of Assembly in accordance with section 84 (1) of the Virgin Islands Constitution Order, 2007, which states: “The Governor, acting in accordance with the advice of the Premier, may at any time, by proclamation published in the Gazette, prorogue the House of Assembly.”

    During prorogation a legislative body is to discontinue the meetings without dissolving it. While the House is prorogued, the legislature is still constituted. This means that no general election takes place and all members of the House retain their seats after the break.
