Statement by Dr the Hon Timothy Harris, Leader of Team Unity on the Prorogation of Parliament by the President of Guyana

Press Release (TUCOM)

    Basseterre, St.Kitts (TUCOM):- We are deeply concerned over the unhealthy democratic development in Guyana where the Parliament has been prorogued to subvert the debate of a Motion of No Confidence in the government of President Donald Ramotar.

     

    This action by the President expressed in Proclamation No 1 of 2014 dated 10 November 2014 on the eve of a debate on a Motion of No Confidence has in effect obstructed the duly elected representatives of the people from holding the executive to account. Rather than defend itself in the Parliament against the charges being prosecuted against it, the government chose to prorogue parliament for 6 months. The substance of the action the of President Ramotar is no different than the callous action of the Douglas regime here in St. Kitts and Nevis in using subterfuge and shenanigans to block the debate of a Motion of No Confidence in the illegitimate and corrupt Douglas regime
     
    Injustice anywhere is a threat to justice everywhere. We believe that silence can be deafening. We will not be silent when it comes to justice, freedom and democracy. We must be prepared to call wrong, wrong and right, right. It is disheartening that there is a guilty silence by CARICOM leadership in the face of dangerous precedents being set in St. Kitts and Nevis, and in Guyana. The Charter of Civil Society must have meaning and substance. The rights and freedoms expressed in the charter must be given meaning, with government setting the best examples.
     
    We in Team Unity call on CARICOM to speak on principle all the time. Silence can be perceived as approval! We deserve better. Good governance requires the deepening and widening of our democracy in the region.
     
    Team Unity must put on record the stellar support that it has received in our fight for democracy in St. Kitts and Nevis from Hon Arnhim Eustace, Leader of Opposition in St. Vincent and the Grenadines and his parliamentary team and supporters of the NDP; the Hon Lester Bird in Antigua and Barbuda; Prime Minister Keith Mitchell in Grenada; Sir Brian Alleyne, former Chief Justice of the OECS; the Dame Giselle Edwards, Speaker of House of Representative in Antigua and Barbuda; the Hon Delroy Chuck, former Speaker of House of Representative of Jamaica, and the civil society groups in St. Kitts and Nevis and the wider national community.
     
    We pledge to work for reform in CARICOM and to empower the Secretariat to use his good offices always to further the peace, stability, good governance and democracy of our people and region.
