The SKNAAA Challenge Series

    BASSETERRE St. Kitts, January 16th, 2015  --  The SKNAAA Challenge Series replaces the traditional ‘Development Meets’ held by the SKNAAA during the track and field season. Athletes engage in season long competition to determine a ‘Series’ Champion. 

     

    The following are the technical details for the SKNAAA Challenge Series

     

     1.       Series Dates – The Series covers ten (10) meets between January 11th and June 7th

     

    i. January 11th ii. January 18th iii. January 25th iv. February 1st

     

    v.         February 8th

     

    vi.        February 15th

     

    vii.      May 3rd

     

    viii.     May 17th ix. May 31st

     

    x. June 7th

     

     2.       Venue – All meets shall take place at the Silver Jubilee Stadium, Basseterre, St Kitts

     

     3.       Categories – Athletes shall compete in five (5) age categories

     

    i. Under 14 – Athletes aged 11 to 13. Born Between January 1st 2002 and

     

    December 31st 2004 ii. Under 16 – Athletes aged 14 to 15. Born Between January 1st 2000 and

     

    December 31st 2001 iii. Under 18 – Athletes aged 16 to 17. Born between 1st January 1998 and 31st

     

    December 1999 iv. Under 20 – Athletes aged 18-19. Born between 1st January 1996 and 31st

     

    December 1997

     

    v. 20 Plus – Athletes 20 years and older – Born Before 1st January 1996

     

    Athletes under the age of 11 can participate in any and all meets. They will not be considered competition athletes and will not be subject to registration fees and restrictions. Neither will they be eligible to win prizes

     

     4. Events

     

    a.       Under 14

     

    i.        Boys: 100m, 200m, 400m, 800m, 1200m (open under 16) Long Jump, High 

     

    Jump, Javelin, Shot-put

     

    ii.      Girls: 100m, 200m, 400m, 800m, 1200m (open under 16), Long Jump, High

     

    Jump, Javelin, Shot-put

     

    b.      Under 16

     

    i. Boys: 100m, 200m, 400m, 800m, 1200 (Open under 16), 80m Hurdles, 300m Hurdles, Long Jump, High Jump, Javelin, Shot-Put

     

    ii. Girls: 100m, 200m, 400m, 800m, 1200 (Open under 16), 60m Hurdles, 300m Hurdles, Long Jump, High Jump, Javelin, Shot-Put

     

    c.       Under 18

     

    i.        Males: 100m, 200m, 400m, 800m, 1500 (Open 16 plus), 110m Hurdles, 400m

     

    Hurdles, Long Jump, High Jump, Triple Jump (16+ open) Javelin, Shot-Put,

     

    Discus

     

    ii.      Females: 100m, 200m, 400m, 800m, 1500 (Open 16 plus), 100m Hurdles, 400m

     

    Hurdles, Long Jump, High Jump, Triple Jump (16+ open) Javelin, Shot-Put,

     

    Discus

     

    d.      Under 20

     

    i.        Males: 100m, 200m, 400m, 800m, 1500 (Open 16 plus), 110m Hurdles, 400m

     

    Hurdles (Open 18 Plus), Long Jump, High Jump, Triple (16+ open) Javelin,

     

    Shot-Put, Discus

     

    ii.      Females: 100m, 200m, 400m, 800m, 1500 (Open 16 plus), 100m Hurdles, 400m

     

    Hurdles (Open 18 Plus), Long Jump, High Jump, Triple Jump (16+ open) Javelin, Shot-Put, Discus

     

    e.      20 Plus

     

    i.        Males: 100m, 200m, 400m, 800m, 1500 (Open 16 plus), 110m Hurdles, 400m

     

    Hurdles (Open 18 Plus), Long Jump, High Jump, Triple Jump (16+ Open) Javelin,

     

    Shot-Put, Discus ii. Females: 100m, 200m, 400m, 800m, 1500 (Open 16 plus), 100m Hurdles, 400m

     

    Hurdles (Open 18 Plus), Long Jump, High Jump, Triple Jump (open 16+), Javelin, Shot-Put, Discus

     

           For an event to take place there must be a minimum of three individuals registered and at the start line. 

     

           For all track events (except hurdles) and long jump, if there are not enough participants in a particular age group for that age group to compete, this age group can combine with an adjoining age group even if that group has enough competitors. 

     

           Persons can voluntarily perform above their category but only if there are four or more competitors remaining in the category that they vacate and if a heat is not full. When heats and finals are applied, individuals must compete in their age category

     

           For High jump, age groups can also be combined but the starting height and increments of the majority age group shall be utilized. 

     

           Hurdles can be combined provided that both age categories are at the same hurdle height.

     

           Track events may either be heats and finals or timed finals. This would vary from meet to meet.

     

           For all field events except High Jump, competitors will be allowed four trials with the top eight (8) receiving one (1) additional trial

     

    To be eligible for the title of SKNAAA Challenge Series Champion o Individuals must participate in the event at least §       Three (3) times for the:

     

           1500m and 300m §        Four (4) times for the:

     

           800m, 60mh/80mh/100mh/110mh, 300mh/400mh, HJ, LJ, TJ, SP, J, D, § Five (5) times for the:

     

           100m, 200m, 400m

     

    o   Individuals must participate in at least two of the meets between May 3rd and June 7th.

     

    o   Individuals MUST participate in the final meet on June 7th

     

     

     

    Individuals must secure waivers from the SKNAAA to be considered for the awards without meeting participation criteria

     

    If an event category does not have enough competitors for three straight meets, that category will either be scrapped or merged with the adjoining category.

     

     5.  Schedule of Events

     

    a.       A schedule of events for each meet shall be sent to all coaches at least one week in advance. All schedules shall also be posted on the SKNAAA website, and the SKNAAA Facebook page. All media houses will be in receipt of schedules and shall be asked to post same on their platforms. The schedule shall also be available at the SKNOC office on Taylors Range and the SKNAAA office at Dorset.

     

    b.      The schedule of events shall be altered on a regular basis to ensure that each event is included at least five (5) times. Each event shall not feature at every meet. Some events will feature more than others.

     

    c.       Though not considered series events, relays will of course be included to maintain the development and practice component of all meets.

     

     6.  Registration

     

    a.       Registration opens at 9:00am on the Monday of each meet week and closes at 9:00pm on the Saturday preceding the meet. 

     

    b.      All registration must be done via headcount. Any athlete who is not registered via headcount but wishes to compete on the day shall be penalized financially (see payments for details)

     

    i.         Athletes under the age of eleven (11) are not required to register via headcount. These athletes must register on the day of the meet at the stadium. 

     

    c.       Any athlete whose name is in headcount at the close of registration is considered duly registered and as such are eligible to compete in the registered event and are also liable for any penalties that apply with regards to scratches. 

     

    i.         Coaches are asked to ensure communication with athletes prior to registration. 

     

    d.      Clubs are financially responsible for all athletes registered through the clubs headcount account. Similarly, any individual who registers someone on their behalf stands responsible for that athlete.

     

     7.   Rules and Regulations

     

    IAAF Rules will be enforced for all events.   Athletes participating in more than one event simultaneously should indicate this upon registration at the call room.

     

    Any encroachment onto the Staging Area (Arena) is prohibited and will be viewed as a serious offence.  Coaches may accompany athletes to assist with the marking of the run for Jumping Events, but must leave thereafter before the commencement of the competition or when the Chief Judge or Referee so indicates.

     

    The use of starting blocks is compulsory for races up to and including the 400m.  Starting Blocks will be provided.  Events up to and including the 400m will be run in lanes.

     

     

     

    Photo finish timing system will be provided for all track events.

     

     

     

     8.   Payments

     

    a.       A registration fee of $1.00 per event shall be levied to all participants 14+

     

    i.         Athletes under the age of 14 are not required to pay a registration fee

     

    b.      Any athlete not registered via headcount shall be levied $5.00 to compete at the meet

     

    i.         Athletes under the age of 14 shall be levied $3.00 to compete

     

    c.       A scratch fee of $2.00 per event shall be levied to any athlete who on the day wishes to be scratched. Athletes who are registered but not present shall also be charged $2.00 per event. 

     

    i.         Athletes under the age of 14 shall be charged $1.00 to scratch

     

    d.      All fees must be paid prior to the start of the meet. An SKNAAA representative shall be present at the meet at least 1-1/2 hours prior to the start of the meet to collect all fees.

     

    e.      Clubs are responsible for the payment of fees for all individuals registered through the clubs account. 

     

    f.        Athletes cannot be in arrears for more than one meet. Any athlete in arrears cannot compete in ANY SKNAAA organized meets or national teams until fees are paid.

     

    g.       Athletes with genuine medical issues can obtain medical exemption forms from the RedCross or other accredited medical personnel present at the meet.

     

     9.  Transportation

     

    a.       Transportation will be provided to and from all meets by the Ministry of Education School buses. Athletes are expected to be present at the stadium at least one hour before the start of competition.

     

    b.      Clubs from Nevis will be transported from the ferry to the stadium and back to the ferry. Clubs must arrange their travel so as to be present at the stadium before the start of competition

     

    i.         Nevis Clubs must make the SKNAAA aware of their travel arrangements prior to the day of the meet so that adequate transportation arrangements can be made.

     

     10.  Scoring

     

    a.       All events will be scored as follows

     

    i.         1st - 10 points

     

    ii.       2nd - 8 points

     

    iii.     3rd - 6 points iv. 4th - 5 points v. 5th - 4 points vi. 6th - 3 points

     

    vii. All other participants – 1 point

     

    b.      In cases where there are not enough athletes registered and present for an event to take place even when combined, each individual registered and present shall receive two (2) points

     

    c.       When age categories are combined, the following shall apply

     

    i.         When an older category does not have enough participants is combined with a younger category has does, the older age group participants shall be penalized one (1) point while the younger age group shall receive one (1) point extra

     

    ii.       When a younger category does not have enough participants and is combined with an older category, neither age group shall have points added or deducted. 

     

    d.      Individuals, who voluntarily participate above their age category, shall not receive any additional points. Neither shall they affect the positions of the group above. Their times will be placed with the appropriate age category to determine their final position and points.

     

    Points shall be tallied for the duration of the series to determine the ‘SKNAAA Challenge Series Champion’

     

     11.  Awards

     

    a.       Medals shall be awarded to the top three performers in each category at each meet and shall be distributed at the conclusion of the event

     

    b.      The Challenge Series Champion shall be determined by the following criteria

     

    i.         Total number of points

     

    ii.       If there is a tie on points, then the individual with the most wins shall be declared the champion

     

    iii.    If there is a tie on number of wins, then the individual with the best individual performance shall be declared the champion

     

    c.       The top three positions shall receive a trophy as well as any other prizes obtained through sponsorship

     

    d.      The Challenge series winner shall automatically earn a qualifying berth into the finals of the event at the National Juvenile, Youth, Junior and Senior Championships on June 13th to 14th
