PM: Govt. will not tolerate non-functional workers

    BASSETERRE, St. Kitts – WHILE maintaining that it has not and would not engage in practices of victimisation, the Team Unity Administration said it would not tolerate functionaries who are being paid to carry out their responsibilities and are not doing so.

    “People are free to hold their political differences and to exercise their vote for or against us, but what we will not tolerate is for this Government to be paying any functionary and that functionary does not perform and disrespects the Government. 

    “We will not have it and we will put an end to it as soon as is necessary to ensure that the civil service performs according to long-established expectations of faithful, honest service to their employer, being the Government of the day,” Prime Minister Dr. the Hon. Timothy Harris expressed last week during his first press conference since taking on the responsibility of leading the country.

    He said his Government continues to stand by its commitment of no victimisation. 

    “With respect to our promise that there will be no victimisation, we stand by that. And, in part, that is why we haven’t been rushed into doing things and we have been giving people a fair chance; some to do the honourable thing and others to assess their willingness to cooperate with the Government. And so we haven’t been at all hurried in relation to that particular matter.”

    In updating the media, Dr. Harris reminded that his Government had asked that political appointees and members of boards of statutory bodies and ambassadors submit their resignation and allow the Government to evaluate and appoints those whom it sees fit. He said in some cases this was done, but in others the Government had to take action.

    “Some persons have been honest enough to say: ‘Listen, I am resigning because I believe that the incumbent Government has to have the choice of determining whether or not the current board would faithfully execute its mandate.” And I want to thank those who have. I would say to you that the board, for example, of National Bank did that. Several on the board of ZIZ, ZBC, did that, several in relation to the Port Board and so on did that and I consider them at least to be honest, to recognise that in the circumstances of their own political appointment there is no good reason for them to delay.

    “And having resigned does not mean that you will never be considered, but you give the Administration the free reign to make a determination. And there were others who wanted to create a scene to stay longer than they know they ought to have stayed. And in those circumstances we have had to deal with those situations.”

    Prime Minister Harris commended those who have acquiesced with the Government’s request for submission of resignations and thanked those civil servants who, despite political differences, have continued to execute their duties.

    “I want to commend those civil servants who have been cooperating, notwithstanding their political differences, with us. And so really have been and as a previous undertaking here I commended at least one of them and I won’t go into anymore name calling but to say that in fact we couldn’t have reached as far as we have reached without some people at least doing what they are being paid to do; for it’s not a favour, and that is what we have been saying from the beginning.”
