New Supervisor of Elections and new Head of Electoral Commission

New Supervisor of Elections, Elvin Bailey

    BASSETERRE, St. Kitts – WINGROVE GEORGE and Hesketh Benjamin are no longer the respective Supervisor of Elections and Head of the Electoral Commission as two other individuals have been appointed to serve in those capacities.

     

    During today’s (Jun. 30) sitting of the Federal Parliament, Attorney General the Hon. Vincent Byron informed the House that the Acting Governor General His Excellency Tapley Seaton recently issued an instrument of appointment for Elvin Bailey to serve as Supervisor of Elections.

     

    “The Governor General in his press release has stated that in exercise of the powers conferred on him by section 34(2) of the Constitution as well as section 56(3) of the constitution of St. Christopher and Nevis has made such an appointment.”

     

    The Attorney General indicated that Bailey is “eminently qualified” for the job.

     

    “Mr. Bailey has Bachelor of Science Degree in Agriculture of the University of the West Indies 1979. Mr. Bailey also holds a Masters of Arts in Rural Social Studies in 1987. Mr. Bailey has worked at the Permanent Secretary level in Nevis between 1992 and 2006, holding, as such, the post of Cabinet Secretary to the Nevis Island Administration.

     

    “He has worked at CARDI and CARDATS, CARICOM organisations, between the years 1988 and 1992, working in Montserrat, the Commonwealth of Dominica and St. Kitts and Nevis. Mr. Bailey currently is a senior manager at the Social Security Administration from 2006 to the present time.”

     

    Byron described the Governor General’s decision to appoint Bailey as “an excellent choice” and noted that in the past, Bailey had performed a number of functions within the electoral process.

     

    His predecessor, George, found himself in the midst of controversy when on the evening of Election Day (Feb. 16), he announced a suspension of the count and declaration of results. It was not until almost one day later that the winner of the elections was announced.

     

    The entire polling results were not released until more than two week after polling day.

     

    In the same sitting of Parliament, AG Byron also informed that His Excellency Seaton issued an instrument of appointment for lawyer Nassibou Butler for the post of Chairman of the Electoral Commission after the previous chair, Hesketh Benjamin, was disappointed.

     

    He said the other two positions on the Electoral Commission are yet to be filled.
