BASSETERRE, St. Kitts – WITH the Federation seeking to make its trading process with its business partners more efficient and less time consuming, the Customs and Excise Department, in collaboration with the Ministry of International Trade, Commerce and Consumers Affairs, is hosting a three-day Workshop on Customs and Trade Facilitation.

The Workshop, which got underway yesterday (Apr. 20) at Customs House in Bird Rock, is geared towards educating representatives of various government and private sector agencies on the importance of quick checks and balances as well as relations it has to doing business locally.

In a short presentation, Acting Comptroller of Customs Kennedy De Silva noted that Customs and Trade Facilitation is an important area that needs to be tackled before it becomes a major issue.

While describing trade facilitation as the modern form of “risk management”, De Silva suggested that it should be done in a robust manner, streamlined and be carried out with transparency.

“If you are checking somebody and you don’t have reason to believe that the person is a suspect, why delay? Allow the person to go through because it is no risk, rather than if you have someone who has risk,” Da Silva emphasised.

The Workshop would see some 40 participants being shown the benefits of allowing for goods and service to be moved quickly through the border agencies without delay.

According to Policy Adviser in the Ministry of International Trade, Andrew Satney, if St. Kitts and Nevis is to be developed as a place where doing business is easy, then the challenges at the border agencies must be addressed.

“This particular workshop is a series that is being conducted through funding from the European Union to help all persons concerned with ensuring that we facilitate trading and business,” he told the gathering.

He explained that St. Kitts and Nevis is a signatory to a number of trade agreements including Economic Partnership Agreement, which speaks to trade facilitation.

Satney said that in order to attract business and commerce to the country, the correct environment must be created where trade could be facilitated in a productive manner.

“We should try as much to avoid putting impediments when doing trade and business in this country...doing that effectively and doing our work prudently,” he said.

The Workshop is scheduled to conclude on Thursday (Apr. 21) at the same venue.
