2014 Carnival debt cleared with 2015 funds

    BASSETERRE, St. Kitts – THE Government of National Unity has cleared off outstanding debts for Carnival dating back to 2014, Prime Minister Dr. the Hon. Timothy Harris disclosed.

     

    This announcement came among others on Wednesday (Apr. 20) as complaints continue to be made about the non-payment of monies owed to service providers for works carried out during the recent Carnival activities.

    Dr. Harris explained at his monthly press conference that additional sums of monies were budgeted for last year’s Carnival but they were utilized to clear off the outstanding debt.

    “What happened in 2015, substantial sums of the monies that were available had to go to liquidate the 2014 Carnival debt,” Dr. Harris said. “And so it led them to a reduction in what was available to deal specifically with the 2015 Carnival.”  

    This followed a recent announcement made by Minister of Culture the Hon. Shawn Richards, who had told this publication that the matter is currently before the Cabinet.

    Going forward, the government is seeking to implement mechanisms for proper checks and balances in order to avoid a recurrence of this problem.

    “We have to ensure we get timely recordkeeping and reporting with respect to every expenditure. We have determined and set up a mechanism within the Ministry of Finance that would help in the monitoring of these finance-reliable accounting and reporting.”

    The Prime Minister however did not give a timeframe for those payments but noted that his government is committed and would pay “every valid commitment”.
