PM Harris, Police Force move ahead with exciting CCTV plans

    BASSETERRE, ST. KITTS, MAY 25th, 2016 (PRESS SEC) – In a statement issued on Saturday, May 21st, Prime Minister Dr. the Honourable Timothy Harris reaffirmed his Team Unity administration’s support for the nation’s security forces and pointed out that the Ministry of National Security is the beneficiary of one of the largest allotments in the Government’s EC$608.3 million budget. 

     

    “That is why we engaged the Bramshill Policing Advisers to provide training, mentoring and investigative assistance in solving crimes and homicides in particular.  That is why we have invested in a new K-9 Unit.  That is why we are pursuing the expansion of CCTV,” Prime Minister Harris said in the statement.

    On Monday, May 23rd in the office of Andre Mitchell, the Assistant Commissioner of Police who leads the Crime Directorate, a cluster map identifying locations of statistically significant crime hotspots in St. Kitts could be seen on his desktop computer screen.  

    Corporal Winston Thompson of the Local Intelligence Office in the police force, who created the cluster map based on crime data from 2013 to 2015, sat in ACP Mitchell’s office.  “The green dots represent break-ins,” Corporal Thompson said, pointing to the map of St. Kitts on his laptop.  “The blue dots represent robberies.  The red dots represent homicides, and the orange dots represent non-fatal shootings.”

    Assistant Commissioner of Police Mitchell said the Royal St. Christopher and Nevis Police Force would present this hotspot analysis to the Police High Command in Taiwan.
     
    Taiwan and St. Kitts and Nevis are about to embark upon a far-reaching crime-fighting plan – the blueprint for which is an extensive closed-circuit television (CCTV) system that has garnered stellar results for the police in the Republic of China (Taiwan) since the Taipei City Government installed a total of 13,699 cameras between July 2009 and November 2012.

    In 2013, the Taipei City Police Department announced in a press release titled “Mayor Hao Praises New CCTV for Outstanding Results in Crime Prevention and Investigation” that, “From 2012 to the present, all robbery cases had been solved and the clearance rate for home thefts increased from 20-30% to 80%, creating the lowest crime rate in Taipei City during the recent 10 years.”  

    The exciting plan was crystallized during a bilateral meeting in Belize between St. Kitts and Nevis and Taiwan on March 16th.  Then-President Ma Ying-jeou of Taiwan agreed to collaborate with St. Kitts and Nevis in implementing the plan that would expand the use of CCTV in the hot spot areas for crime, increase opportunities for training in the Royal St. Christopher and Nevis Police Force, and implement technological upgrades to consolidate information for enhanced efficiency.

    “We will let the future government know of our plans,” then-President Ma Ying-jeou assured the Prime Minister of St. Kitts and Nevis on March 16th.   
    Dr. Harris said last week that the Police High Command in Taiwan welcomes the collaboration with St. Kitts and Nevis.  Indeed, Prime Minister Harris and his delegation to Taiwan visited the Taipei City Police Department’s CCTV Centre on Thursday, May 19th, one day before Taiwan’s first female President, Her Excellency Dr. Tsai Ing-wen, was sworn into office.

    On a number of occasions, the Prime Minister of St. Kitts and Nevis has made known his support for increased public video surveillance to discourage crime, most recently when Cabinet removed all duties and customs service charges on all surveillance equipment to be used by households and businesses, effective April 1st, 2016 until December 31st, 2016.   

    “If more people enhance their dwellings with security cameras, the footage becomes useful in a criminal incident,” Prime Minister Harris said during a meeting with officials from the St. Kitts-Nevis Chamber of Industry and Commerce on April 28th.  “So we were prepared to forgo all the revenues that otherwise could have been had, from VAT, customs service charge and, of course, the duty up until December 31st, to give businesses and every household an opportunity to do something to enhance their security.”
