BVI, 5 July 2016 - In a letter to the Ministry of Foreign and CARICOM Affairs of the Republic of Trinidad and Tobago, Premier and Minister of Finance, Dr. the Honourable D. Orlando Smith, OBE conveyed deepest sympathy to the Government and people on the passing of former Prime Minister and Parliamentary Representative for San Fernando East, Honourable Patrick Manning.

In reflecting on Honourable Manning’s legacy and leadership, Premier Smith wrote that he was a visionary leader who made an enduring contribution to the advancement of Trinidad and Tobago and indeed the entire region, which served to strengthen the integration movement at a critical time in our region’s history.

“Honourable Manning’s leadership in advancing regional security coordination through the creation of the CARICOM Implementation Agency for Crime and Security (IMPACS) and the CARICOM Petroleum Stabilisation Fund has left a legacy within the region, which will long be remembered and celebrated,” Premier Smith explained.

He added, “Through his unyielding efforts, Honourable Manning helped to lay the foundation stones for the enhanced sense of community among CARICOM Member States which we enjoy today.”

Additionally, in the letter, Premier Smith extended condolences to Mrs. Hazel Manning and the rest of the family members on behalf of the Government and people of the Virgin Islands, and the Community of Trinidadians currently residing in the Territory.
