    October 12th, 2015 -- On behalf of the Government of the Republic of China on Taiwan, I would like to extend my warmest welcome to each one of you to join the celebration of the 104th National Day of the Republic of China.  Today has another special meaning to us.  It is the 32nd anniversary of the establishment of diplomatic ties between the Federation of St. Christopher and Nevis, and the Republic of China on Taiwan.  Welcome all of you to join these double celebrations.

     

    The Republic of China, found in 1912, is the first democratic republic in Asia.  Since 1996, Taiwan has held five direct presidential elections and two peaceful changes of governing party.  The concept of democracy, the rule of law, and human rights are deeply embedded in Taiwan’s society.  In past 60 years, Taiwan has developed into a fully-fledged democratic nation and a free-market economy.  We enjoy freedom, democracy and equitable prosperity which have transferred Taiwan into a model for other ethnic Chinese societies in the world.

    During President Ma Ying Jeou’s Inaugural Address in May 2012, he pointed out that Taiwan’s democracy has headed toward maturity.  President Ma propose the “Golden Decade” national vision, which is predicated upon “Four Assurances” , which are: 1) To ensure that the sovereignty of the Republic of China remains independent and unimpaired, 2) To ensure the safety and prosperity of Taiwan, 3) To ensure ethnic harmony and cross-strait peace, and 4) To ensure a sustainable environment and a just society.

    President Ma has stressed that national security is crucial to the survival of the Republic of China and the security of Taiwan rest on 3 legs.  The first is the use of cross-strait rapprochement to realize peace in Taiwan Strait.  The second is the use of viable diplomacy to establish more breathing space for Taiwan in the international community.  And the third is the use of military strength to deter external threats.  We must regard each as equally important and develop them in a balanced manner.

    Since President Ma assumed office in 2008, Taiwan has strived to improve cross strait relations and safeguard peace with mainland China.  Equality, reciprocity and dignity have been at the heart of these relations, which have proceeded in accordance with the principles of “Mutual non-recognition of sovereignty” and “Mutual non-denial of the authority to govern”.  Following years of intense efforts, cross-strait relations between Taiwan and mainland China have moved from confrontation and conflict to reconciliation and cooperation.

    President Ma has been committed not only to pursuing peaceful cross-strait relations, but also to maintaining peace, stability and prosperity in East Asia.  In response to the Diaoyutai Islands conflict which involved mainland China, Japan and Taiwan, President Ma proposed the “East China Sea Peace Initiative” in August, 2012.  Calling all parties concerned to: exercise restraint and refrain from taking any antagonistic actions, shelve controversies through meaningful dialogue, observe international law, seek consensus on a code of conduct, and establish a mechanism for cooperation on exploring resources in East China Sea.

    Regards to the territorial disputes among mainland China, Vietnam, the Philippines, Indonesia and Taiwan in South China Sea which underscores the fragility of regional peace, in May 2015, President Ma urged the parties concerned to contemplate how the principles of East China Sea Peace Initiative could be introduced to resolve South China Sea conflicts.  In his “South China Sea Peace Initiative” President Ma propose a practical and viable solution to address these tensions.  The thrust of this initiative is to shift focus from settling territorial disputes to jointly developing resources.  Although sovereignty cannot be divided, resources can be shared.

    In celebration of the 32nd Anniversary of the establishment of diplomatic ties between St. Kitts and Nevis and Taiwan, we would like to pay appreciation to Dr. the Right Hon. Sir Kennedy Simmonds and his then government.  Without your firm and resolute decision in 1983, Taiwan cannot be the first country to establish diplomatic ties with St. Kitts and Nevis.  Because your wise and farsighted determination, we can stand here to celebrate the 32nd Anniversary diplomatic ties with you.

    In represent the government and people of Taiwan, I would like to extend my sincere tributes not only to Sir Kennedy Simmonds and his government, but also to the succeeded governments which have helped in forging and enhancing the cordial friendship and substantial cooperation for our two countries ever since.

    In past 32 years, there are dozens of cooperative projects had been conducted between Taiwan and St. Kitts and Nevis.  They cover from agriculture to social development, from education to recreation, from medical equipment to computer and laptop, from ICT center to solar power farm, and not to mention the King Collins Stadium and Eco Park.  The purposes of all these cooperative projects are to enhance human resources empowerment, and increase the welfare of Kittitians and Nevisians.  More feasible projects such as vocational education and public health are on the way to explore. I trust that our dedication will continue to win the friendship and support from St. Kitts and Nevis and your people.

    In response to Taiwan’s international involvement and participation, the government of St. Kitts and Nevis never hesitates to oblige with staunch support.  In May this year, the Hon. Minister of Agriculture and Health Eugene Hamilton expressed his substantial support for Taiwan’s meaningful participation at the World Health Assembly.  Just a week ago, at the United Nations Summit for the Adoption of the Post-2015 Development Agenda and General Debate of the 70th United Nations Assembly, Dr. the Hon. Prime Minister Timothy Harris has twice delivered strong messages in highlighting Taiwan’s meaningful participation at international arena. The people and government of the Republic of China on Taiwan are grateful for your genuine support and friendship.

    This evening, I would like to extend my sincere thanks again to all of you for your presence at this national day reception and your support to the Republic of China on Taiwan.  I wish each one of you enjoy a pleasant evening.
