    ROAD TOWN, Tortola - YESTERDAY afternoon (Feb. 4) a local electrician, Monroe Penn, was chained within a building in which he was working by the proprietor of the establishment.

     

    According to BVI Platinum News, “Penn was contracted by Betto Frett to carry out work on a business property located on the dock near Ample Hamper”.

     

    While working at the jobsite around 2:00 p.m., a businessman used chains and padlocks to shackle the doors and lock the distracted electrician in the building.

     

    Monroe attempted to get out, but found that he could not leave the building. He then proceeded to call the Royal Virgin Island Police Force and was told that they refused to get involved over a “personal matter”.

     

    While locked in the building, Monroe was forced to drink water through a small lattice window after he complained of being thirsty and was provided with a drink from a nearby business. He also used his time of imprisonment to speak to the local media briefly.

     

    The contractor, Frett, said that he felt it was a “hostage situation”, and after he was refused help from the police attempted to contact Governor David Pearey and Commissioner of Police Reynell Frazer.

     

    Reports indicate that two hours after first being locked up, Penn was freed when two senior police officers returned with the business owner and ordered him to unchain the doors.

     

    Frett said that he and Penn would be seeking charges against the businessman, and if the police refused they would pursue legal action against the Force.
