BVI Press Release

B.V.I. Wednesday, May 20 – Government has signed a contract worth $940,515 for the architectural design of the Road Town Police Station.

Premier and Minister for Finance Honourable Ralph T. O’Neal, OBE signed the contract yesterday with Robert Wells and Ulric Dawson III of the Consultant Engineer Firm Dawson Wells Ltd.

Honourable O’Neal congratulated Messrs. Dawson and Wells for being awarded the contract. “I am pleased to see young Mr. Dawson partnering with Mr. Wells for this project.  The policy of this Government is to continue to improve the standard of living of our people by empowering them to carry out the necessary work.”

The Premier added, “There is nothing wrong with partnering with expatriates because we must admit there are some of the projects that we need the necessary skills for, such as project management. However, we have to ensure that the project managers give a fair and square deal and not try to push aside the Virgin Islanders.”

Commissioner of Police Mr. Reynell Frazer delivering brief remarks at the ceremony said the contract signing is a significant step forward towards the redevelopment of the existing Road Town Police Station into a modern and purpose built facility that will ensure the Royal Virgin Islands Police Force (RVIPF) is positioned to fully deliver its strategic policing and crime fighting priorities.

“Not-withstanding some renovation activity over time, the core fabric of the Road Town Police Station is over 35 years old. To address the current crime situation and support the development of a modern and efficient policing service, investment in the RVIPF building infrastructure is required.  Whilst not always obvious, the link between adequate buildings and facilities and the delivery of a professional policing service is of fundamental importance,” Mr. Frazer added.

Permanent Secretary in the Deputy Governor’s Office Ms. Julia Christopher, chaired the brief ceremony and witnessed the Premier’s signature on behalf of Government. She expressed her thanks on behalf of the Deputy Governor’s Office to everyone involved in preparing the document and explained that an assessment was done on the building and based on the findings the best solution because of the structure of the building was to demolish the building and rebuild.

Mr. Robert Wells of Dawson Wells Ltd. thanked the Government of the Virgin Islands for the opportunity to design the new station and the confidence placed in their firm. “This is probably a first for a local firm of engineers in the BVI and we assure the Government of our commitment to work with all members of the design team towards achieving a good result.”

The services to be performed by the consulting firm will include architecture and basic interior design; structural and civil engineering; mechanical and electrical engineering; plumbing and sanitation design; quantity surveying and contract administration and land surveying.

The project will be carried out in five stages: schematic design; design development; tender documents; tendering process and contract administration.

The Government of the Virgin Islands remains committed to expanding accommodation for national security agencies.
