    BASSETERRE, ST. KITTS, NOVEMBER 16TH 2005
     - St. Kitts and Nevis - Prime Minister Dr. the Hon. Denzil L. Douglas has been commended by a prominent black United States Congressman for his "distinguished and unblemished record of service to humanity and for his leadership" nationally, regionally and internationally.
     
    The St. Kitts and Nevis leader has also been commended by the United States Congressional Black Caucus for his "tireless, progressive contributions to his country and to the entire Caribbean Community."
     
    Reading into the Congressional Record of the 109th Congress during its proceedings on November 9th 2005, U.S. Congressman the Hon. Charles Rangel, recognised and paid tribute to "an Outstanding Caribbean leader, Dr. Denzil L. Douglas, the Prime Minister of St. Kitts and Nevis" by placing in the Congressional Record the text of a proclamation to be awarded at the 10th Annual New York Carib News Multi-Annual Business Conference in St. Thomas.
     
    The Congressional Proclamation celebrating the accomplishments of Prime Minister Douglas for his outstanding leadership and service to the people of St. Kitts and Nevis, the Caribbean region and international community, was presented personally to Dr. Douglas by Congressman Rangel, during an Awards Dinner at the Wyndam Sugar Bay, St. Thomas on Saturday night.
     
    It noted the established and honourable tradition for elected officials to recognize the outstanding contributions of those persons whose leadership and life's work have made a substantial difference to the lives of people everywhere, especially in their own countries.
     
    "Such committed leaders are like beacons that show the way to a better life for those persons at the lowest rungs of the economic and social ladder and are therefore an Inspiration to people at home and abroad and whereas Dr. Denzil L. Douglas, a national and Prime Minister of the independent Federation of St. Kitts and Nevis, is surely one such leader and dedicated public servant," said Congressman Rangel, who is serving his 17th term as the Representative from the 15th Congressional District, comprising East and Central Harlem, the Upper West Side, and Washington Heights/Inwood.
     
     Rangel said that Dr. Douglas, a physician, was being honoured at the annual Caribbean Multi-National Business Conference 2005 in St. Thomas in the U.S. Virgin Islands for his service to his native land, the wider Caribbean community and developing nations generally.
     
    The U.S. Congressman noted that Dr. Douglas is serving as head of Government in St. Kitts and Nevis "at a time when the United Nations placed his country on the list of the World's top 50 states where the quality of life is high."
     
    It also documented Dr. Douglas' contribution as the Caribbean Community's lead Prime Minister on Health issues and his championing the fight against HIV/AIDS infection in the Caribbean.
     
    Congressman Rangel said that Prime Minister Douglas has led St. Kitts and Nevis with distinction for the past 10 years, while demonstrating to the world that "a small nation can be an international model of development, an example when it comes to adherence to the rule of law and parliamentary democracy."

    "Now therefore, Be it resolved, that we salute and commend Dr. Denzil Douglas for his distinguished and unblemished record of service to humanity and for his leadership on the national and international stages, within CARICOM and the countries which it belong to the Organization of the Eastern Caribbean States," said Congressman Rangel, the Ranking Member of the Committee on Ways and Means, Chairman of the Board of the Democratic Congressional Campaign Committee and Dean of the New York State Congressional Delegation.
     
    In a separate citation and award, Chairman of the United States Congressional Black Caucus and U.S. House Representatives, the Honorable Gregory Meeks, noted that Dr. Douglas became the second Prime Minister of St. Kitts and Nevis on July 3rd, 1995 and "rose to become a respected leader of his island and the greater Caribbean region."
     
    "On this occasion, the 10th Anniversary of the Carib News Multi-National Business Conference we, the members of the CONGRESSIONAL BLACK CAUCUS congratulate the Honorable Denzil Douglas for his tireless, progressive contributions to his country and to the entire Caribbean Community," said the citation, signed by Mr. Meeks and which contained the official seal of the United States House of Representatives.
     
    That Award was presented to Prime Minister Douglas by Congressman Rangel on behalf  of Mr. Meek.
