The New Prime Minister of Antigua and Barbuda, the Hon Mr Baldwin Spencer
    Charlestown, Nevis (MARCH 24RD 2004)
: On behalf of the people and the government of Nevis, I want to say congratulations to the Hon Baldwin Spencer on his being elected to head the government of Antigua and Barbuda and to congratulate him and his party, the United Progressive Party, on their victory at the polls.

I also want to commiserate with the outgoing Prime Minister, the Hon Lester Bird, who has served his country well and long, but as in everything the time has come for change and the people have spoken.

I expect that the people had many issues, which they sought to resolve in yesterday’s elections, but it is for the people of Antigua who have spoken, to make that determination.

My simple request is just to indicate to the new Prime Minister, the Hon Baldwin Spencer, that the Nevis Island Government and I are prepared to collaborate with him and to co-operate with him on any issue of mutual interest and I want to wish him and his government all the best in seeking to serve the people of Antigua and Barbuda as well as they can.

I do believe that were my uncle (Mr Eustace ‘Tuss’ Matthew) alive he would have been very happy on this occasion, knowing that he and the Hon Spencer were great friends and he was a strong supporter of the party, which has now won the elections.

Personally I know Mr Spencer quite well and I am sure that we will be able to meet and to talk about matters of mutual interest to not only Antigua/Barbuda and Nevis, but certainly of the Caribbean region
