    BASSETERRE, ST. KITTS (MARCH 24TH 2004)
    – Several Caribbean leaders are heading for St. Kitts to attend the 15th Inter-Sessional Meeting of the Conference of Heads of Government of the Caribbean Community (CARICOM) on March 25th and 26th.
     
    Prime Ministers, the Right Honourable, Owen Arthur of Barbados; Dr. the Right Hon. Keith Mitchell of Grenada; the Most Hon. P.J. Patterson of Jamaica; Dr. the Hon. Kenny Anthony of St.  Lucia; the Hon. Patrick Manning of Trinidad and Tobago; the Hon. Perry Christie of the Bahamas; Dr. the Hon. Ralph Gonsalves of St. Vincent and the Grenadines; Presidents, His Excellency Bharrat Jagdeo of Guyana and His Excellency Renaldo Venetia of Suriname; Premier, the Hon. W. Alexander Scott of Bermuda and Chief Ministers, the Hon. Michael Misick of the Turks and Caicos Islands and Dr. the Hon. John Osbourne of Montserrat are attending. Belize will be represented by its Attorney General, the Hon. Beamon Courtney.
     
    Host Prime Minister, Dr. the Hon. Denzil L. Douglas of St. Kitts and Nevis; outgoing CARICOM Chairman, the Most Honourable P.J. Patterson of Jamaica and the Hon. Wilmot Daniel, the new Deputy Prime Minister of Antigua and Barbuda and representative of the Incoming Chairman, the Prime Minister of Antigua and Barbuda, the Hon. Baldwin Spencer, will speak during the opening ceremony which starts at 9 ‘o’ clock at the Eastern Caribbean Central Bank (ECCB) on Thursday.
     
    The situation in Haiti, the Caribbean Single Market and Economy (CSME) including the Caribbean Court of Justice (CCJ); Agriculture and Regional Development including sugar; Regional Transportation Issues including LIAT and Developments with regard to the Open Skies Agreement; and consideration of issues relating to Community Access to Regional Natural Resources with specific reference to Progress in the work of the Task Force on Energy and the issue of a Common Regional Fisheries Regime are on the agenda.
     
    Issues arising from the 9th Meeting of the Council for Finance and Planning held here earlier this week, developments related to anti-Money Laundering/Counter Financing of Terrorism; the Report of the Prime Ministerial Expert on the Options for Governance and the Report of the COTED Ministerial Strategy Session as well as regional security.
