Three days prior to the ceremony in Philadelphia, on Tuesday April 12, 2011, Team Jamaica Bickle held its annual pre Penn Relay carnival reception at Sullivan Hall in New York. Jamaica's track and field icon Donald Quarrie was the Honoree at that award ceremony.

Team Jamaica Bickle is a non- profit organization founded in 1994, by Irwine Clare its National President. TJB was created based on the need to provide food and hospitality services to the visiting athletes, schools, and coaches who participate at the world renowned Penn Relays held each year at The University of Pennsylvania.

The Philadelphia Organizing Committee was established as the main volunteer group to deliver needed services during the Penn Relay Carnival each year. The Penn Relays spans over 117 years and is one of the oldest and most successful outdoor track and field events in the United States. The Penn Relays attract athletes from all over the United States, the Caribbean and several other countries. Jamaica’s participation at the Relays for over 50 years has established the international careers of Jamaican greats such as Herb McKinley, Veronica Campbell, Aileen Bailey, Sonya Richards, Asafa Powell, and Usain Bolt, who also bears the title- Fastest Man in the World.

Many athletes anticipate the Relays as an opportunity to showcase their talents on the international scene and, in doing so; increase the possibility of a scholarship.

This is an once-in-a-lifetime experience for many of the athletes and so every effort is made to ensure an inspiring experience.

The Penn Relays have also created a strong sense of national pride and patriotism amongst Jamaicans and Caribbean Nationals living in the United States. According to ESPN/ABC Sports, of the 90,000 to 150,000 persons who attend the three day event, over 43% are Jamaicans.

TJB hosts a delegation of approximately 500 students and coaches out of Jamaica and approximately 60 out of Trinidad ad Tobago at the Annual Penn Relays Carnival. For 2011, Team Jamaica will officially welcome a delegation from St. Vincent and the Grenadines on board. In the past years, TJB has welcomed and extended its services to delegations of students and coaches from the U.S Virgin Islands, Guyana and Barbados.
