    BASSETERRE, ST. KITTS, FEBRUARY 7TH 2007 - Three bills will be debated when the St. Kitts and Nevis National Assembly meets on Wednesday.

    According to the Order Paper circulated by the Clerk of the lawmaking body, Mr. Jose Lloyd, Prime Minister and Minister of Finance, Hon. Dr. Denzil L. Douglas, will seek leave the introduce and read a first time the Liquor Licence (Amendment) Bill, 2007 and The Foundations (Amendment) Bill, 2007.

    Minister of National Security, Immigration and Labour, Hon. Dwyer Astaphan will also seek leave to introduce and read a first time, the Immigration (Amendment) Bill, 2007.

    The three bills will also be given their Second Reading, debated and passed.

    The amendment to the Liquor Licences Bill, provides for the annual session  of the Magistrates Court for the receiving and consideration of applications and the renewal of licences to sell intoxicating liquor. Licences will be effective on the second day of January and expire on the 31st December in each year.

    Section C also provides for fees for a Licence to a licenced dealer.

    According to the proposed schedule EC$1500 is to be paid annually for a licence to sell liquor wholesale to be consumed off or away from any licenced store; EC$500 for a licence to sell beer wholesale annually; EC$300 annually for all liquor retail licences, except for Basseterre; EC$400 for all liquor licences in Basseterre; EC$20 per day for a special liquor
    licence and EC$500 annually to sell liquor at a restaurant.

    The amendment to the Foundations Act seeks to introduce a penalty to be imposed where a person or a foundation fails within a specified period to deliver or to file with the Registrar any document. The penalty to be imposed and collected shall be deposited in the Consolidated Fund.
