    Roadtown Tortola, BVI, 27th June, 2011 - At 7:10am today Mr. Alphonso departed the Territory on a chartered flight direct from the Terrance B. Lettsome Airport to the Cheddi Jagan International Airport in Guyana. He was escorted by an immigration officer and police officers.

     

    Two of Mr. Alphonso’s relatives also accompanied him. – A collaborative law enforcement effort between the BVI Immigration Department and the Royal Virgin Islands Police Force has resulted in the deportation of Mr. Desmond Alphonso.

     

    Deputy Chief Immigration Officer Mr. Guy Hill confirmed that yesterday’s delay was a result of the Government of the Virgin Islands awaiting permission from the Government of Guyana’s civil aviation authorities to fly over Guyana’s air space.

     


    “Mr. Alphonso’s departure was delayed only, and I repeat, only because we needed the necessary clearance from Guyana’s civil aviation authority,” Mr. Hill said.

     

    The Premier’s Office received the approved clearance from the Government of Guyana yesterday around mid-afternoon hence the postponement of the execution deportation until today.

     


    On March 26, 2010, Governor David Peary signed the deportation order which was served on Mr. Alphonso the same day. Mr. Alphonso's had previously served a four-year sentence which ended on July 29, 2009.

     


    Following an appeal by Mr. Alphonso, Governor Boyd McCleary, CMG, CVO, after careful consideration, dismissed the appeal on June 24, 2011. According to the deportation request, Mr. Alphonso was deemed an undesirable immigrant and his presence in the Territory was not conducive to the public good.

     


    In accordance with section 40.1(b) of the Immigration and Passport Ordinance Cap. 130 of the revised edition 1991 of the laws of the Virgin Islands, titled Deportation and Provisions relating to the Removal of Persons from the Territory: at any time a person, other than a person deemed to belong to the Territory, has been convicted of any offence against this Ordinance, or of any other offence within the Territory punishable with imprisonment of three months or more, the Governor may make an “deportation order”.
    The Government of the Virgin Islands remains committed to ensuring effective law enforcement in the Territory.
