Cienfuegos, Cuba-- Eighteen Heads of State or Government assembled in Cienfuegos, Cuba on Friday morning for the IV Cumbre PetroCaribe (4th Summit of PetroCaribe).
Cuba's First Vice Presdient of the Council of State and of the Government, His Excellency Raul Castro Ruz, delivered the keynote speech; welcomeing Heads of State and of Government and their delegates, and sounding Cuba's solidarity with PetroCaribe.
President of the Bolivarian Republic of Venezuela, His Excellency Hugo Chavez Frias, delivered a marathon response reflecting on the magnitude of relief that PetroCaribe has brought and continues to bring to the member states.
The official working sessions began following the welcoming remarks and will end later today at Camilo Cienfuegos' Oil Refinery where Heads of State and delegates will witness the reopening of the facility after many years.
