ROADTOWN Tortola BVI, February 28th, 2012  – The winners of the Efficiency, Innovate and Save (EIS) Competition were recognised for their winning submissions at a dinner held at Government House.

Paul Fenty, Althea Guishard and Diana Ferrol ranking first, second and third place, respectively from the public sector and Glenda Ismael first place winner along with Julia Christopher, whose two entries placed second and third from the private sector, were wined and dined by His Excellency the Governor Mr. Boyd McCleary, CMG, CVO, Premier and Minister of Finance Dr. the Hon. D. Orlando Smith, OBE, and the Deputy Governor Mrs. V. Inez Archibald. The winners also received framed certificates signed by the Governor, Premier and Deputy Governor at the conclusion of the formal part of the evening’s activities, which was chaired by the Permanent Secretary in the Deputy Governor’s Office Mr. David Archer. he Deputy Governor in her welcoming remarks welcomed the attendees and thanked them for coming. She said, “The Deputy Governor’s Office is grateful to His Excellency the Governor and Mrs. McCleary for hosting this event. It is an Efficiency, Innovate and Save project and we were very mindful that we did not come out of pocket too much but found a tangible way to say thank you, to you the awardees for your contributions.”

His Excellency the Governor giving a brief background of the project shared his views on the competition being opened to both the public and the private sectors, “I think it is great that the persons from both the public and private sectors have participated in the project.”

He added, “I think it shows that they care about the public service and that they care about the way in which their monies are spent. They are the tax payers and the buyers of goods and services; therefore they need to know that the money that the Public Sector has to spend is being efficiently and effectively spent and that savings are being made where necessary.”

The Premier said, “It is a great pleasure to be here and in fact it is important to be here to hear the winning suggestions. I am very glad that this competition has been put on and that the various ideas coming out on ways in which we can save within the public service is something that not only my government but previous governments over the years have been thinking about and speaking about. We all know that current expenditure takes the lion share of our budget and it does inhibit the number of capital work we can do otherwise, which includes building hospitals and roads, etc.”

“I am glad the project will continue in March 2012 because I certainly believe that any measure that can be put forward to save expenditure in the public service, in fact in the country is important. I expect that the Deputy Governor and the Governor will share the results of this exercise with me as well as some of the ideas coming forward on what we can do to save money and increase funds coming into the government’s coffers,” the Premier added.

The competition, which began in January of 2011 and concluded in September, was opened to both the public and private sectors, inviting them to submit collaborative ideas on ways to make the public service stronger and more efficient while reducing operating costs.

The Deputy Governor’s Office has decided to re-launch the Efficiency, Innovate and Save Competition in March of this year as a means for persons to continuously submit ideas on ways in which Government can reduce operating costs.

The Deputy Governor’s Office remains committed to providing avenues for persons to share ideas on ways to improve the efficiency of the public service while improving service delivery.
