    Good morning:
    Today, I am pleased to join in this ceremony to thank you Mr. Reynell Frazer for your years of dedicated service to the Government and people of these Virgin Islands.

     

    Your 42-plus years of providing public service; 38 of those as a police officer is commendable.

     

    Mr. Frazer, I have worked with you on several occasions, both personally and professionally, and have often found you to be humble, noble and knowledgeable about any task you were asked to take on.

     

    This says a lot. It says that service to you is about doing your best to make a difference. It says that improving one’s self is about taking advantage of opportunities and facing challenges with optimism.

     

    Yesterday, as you announced your pre-retirement leave, I reflected on many instances of your loyalty to protecting these Virgin Islands. I have always been pleased with your high level of commitment and it came as no surprise when I heard you say yesterday, that it was an honour and pleasure for you to serve the people of this Territory, with pride.

     

    Mr. Frazer, it was our privilege to have you serving in different capacities from constable to commissioner.

     

    Thirty-eight years of service means that you have seen the Royal Virgin Islands Police Force change its operational framework to adapt to current trends. You’ve spoken about transitions from the use of diaries to computerization; the use of automated fingerprints system; the establishment of a K-9 Unit; reintroduction of motorbike policing; and now the new 311 non-emergency police number initiative, and the list go on. Being able to be a part and contribute to these crucial changes to make our Territory more prepared to address crime is admirable.

     

    I note your desire for the police to have a purpose-built headquarters. I note your passion to see improvement to several sub-stations and other Government buildings occupied by Police. I acknowledge your ongoing quest to see legislations enacted for the use of the breathalyzer test and CCTV cameras; and I note your desire to see both the Firearms and Explosives Act and the Police Act come to fruition.

     

    When my Government took office in November, we made a solemn pledge to do our part to ensure public safety through effective law enforcement. We will continue to do so through our responsibility with the National Security Council. This means we will continue to work with the Governor in this area to ensure that the necessary mechanisms are in place to equip and empower the force in an effort to deter criminal activity and solve crime.

     

    We will endeavour do our part to help officers to make a difference. I commend the entire force for its confidence and continued commitment in keeping us safe.

     

    Mr. Frazer, thank you for serving us with pride and integrity and I thank your family for sharing you with us as you served in this esteemed and noble profession.

     

    On behalf of the Government and people of these Virgin Islands, have a fulfilled and fruitful retirement immersed in peace and tranquility.
