Mr. John Samuel is new director for VI shipping registry

    ROADTOWN Tortola BVI,  May 2nd, 2012   –  Mr. John Samuel is the new director of the Virgin Islands Shipping Registry.

    Mr. Samuel, whose appointment commenced May 1, is a Certified Maritime Security Officer and Certified International Safety Management Auditor since 2004. He is also an Authorised Surveyor for small commercial craft since 2003 and a Certified Marine Inspector since 1999.

     

    Mr. Samuel holds a Bachelor of Technology Degree in Nautical Sciences from the University College of Cape Breton, Sydney N.S. and Diploma in Port Management from the University of New Orleans, Louisiana State University National Ports and Waterways Institute.

     

    Permanent Secretary in the Premier’s Office Mrs. Rosalie Adams told the Department of Information and Public Relations, “Mr. Samuel’s appointment comes at a time when the Government seeks to involve the Virgin Islands Shipping Registry in its rebranding strategy to develop and manage the marketing of the Territory’s tourism and financial services product,” adding, “The director is joining the rebranding team to take the mandate of the Government forward.”

     

    Mr. Samuel is the former Director of the BVI Maritime Administration, and has served as Deputy Secretary and Acting Permanent Secretary in the Ministry of Communications and Works.

     

    As Director of Shipping, Mr. Samuel is responsible for administration of the establishment, operation and development of the Virgin Islands Shipping Registry; and is also expected to manage the budgets of the department.

     

    In addition, the Director of Shipping will liaise with Governor’s Office, Premier’s Office, the Attorney General’s Chambers, along with other Government agencies and the private sector on the development and implementation of a maritime and shipping policy.

     

    Also in the director’s remit is collaboration with the United Kingdom (UK) Department of Transport and Maritime and Coastguard Agency; initiation and oversight of routine and statutory enquiries relating to maritime operations and accidents in BVI waters and Virgin Islands (VI) ships worldwide; formulation of proposals for appropriate fees and charges structure for services and facilities provided by the department and administration of the Merchant Shipping Act, 2001 and related statutory instruments and codes of practices.
