ROADTOWN Tortola BVI, October 16th, 2012 - In an effort to ensure a smoother transition with the implementation of the New Trader Declaration form, Her Majesty’s (HM) Customs Department will continue to utilise the T12 form along with the newly launched HMC 12 form until January 1, 2013.
Speaking to the Department of Information and Public Relations, HM Customs Commissioner Mr. Wade Smith said through consultation with traders who experienced some challenges with the implementation of the new form a decision was made to extend the phasing out of the T12 form, the Commissioner added, “As we seek better ways to modernise and expedite cargo clearance and revenue collection, we also understand that this transition will require a learning curve for both the public as well as the HM Customs Department.”
“As we seek to improve the services we provide to the public while meeting our international and local responsibilities it is necessary to ensure that all the stakeholders are adequately trained and understand the need for this transition as we seek to comply with the Customs Management and Duties Act No. 6 of 2010,” he added.
Regarding the particulars of the new form, Mr. Smith said that the new form reflects the department’s recent implementation of the Harmonized Commodity Description and Coding System (HS); a systematic classification and uniformed coding of all goods found in international trade and that the Customs Management and Duties Act No. 6 of 2010 mandates the use of The New Trader Declaration Form.”
He added that, “Although some traders would prefer to continue utlising the T12 form it is important that the new classification codes are used when completing the Trader Declaration Form.”
The necessary training will be offered by the HM Customs in the coming weeks for businesses and persons on the use of the new form. It is the department’s goal to use the Customs Automated Processing System (CAPS), which is a software that allows for data to be entered electronically enabling persons to complete and submit the new form from the comfort of their homes or businesses.
The New Trader Declaration Form will come into full effect on January 2, 2013, replacing permanently the T12 form with the additional particulars such as registration of importers, additional details on the supplier, importer, transportation, carrier, port of arrival and shipment.
The New Trader Declaration Forms are designed to modernise and expedite cargo clearance and revenue collection and are available at all major ports of entries. For more information persons can contact HM Customs Headquarters at 468-3701 ext 6800.
Her Majesty’s Customs Department is tasked with facilitating legitimate trade and enforcing import and export regulations. The new Trader Declaration form is in line with both HM Customs’ mandate, in addition to Government’s commitment to managing and monitoring the import and export of goods.
