HM Customs Familiarises Traders On New Declaration Form

    ROADTOWN Tortola BVI, November 6th, 2012 - In an effort to familiarise and ensure a smoother transition with the implementation of the new Trader Declaration Form also known as the HMC-12 Form, Her Majesty’s (HM) Customs Department hosted a Merchant Symposium on Tortola and Virgin Gorda.

     

    Commenting on the training HM Customs Commissioner Mr. Wade Smith said, “I am overwhelmed with the huge turnout to both symposiums as residents have now left with the knowledge of how to successfully complete the HMC-12 Form transitioning to the Customs Automated Processing System (CAPS), as we strive in moving forward for submissions to be entered electronically.”

     

    The commissioner highlighted that a major concern by traders is the utilisation of the Harmonized Commodity Description and Coding System (HS); a systematic classification and uniformed coding of all goods found in international trade.

     

    “The HMC-12 Form is very detailed but it will provide the necessary information in the event that there is a recall on a particular product, HM Customs would be capable to provide the necessary details to the requisite agencies to track recalled products within the Territory,” Mr. Smith explained.

     

    He added, “As we seek to improve the services we provide to the public while meeting our international and local responsibilities it is necessary to ensure that all the stakeholders are adequately trained and understand the need for this transition as we seek to comply with the Customs Management and Duties Act No. 6 of 2010.

     

    Presenters at the symposiums were Customs Officer Ms. Kindra Pickering and Mr. Gerald Flemming.  The officers presented on the particulars to complete each section of the form, which consist of the header sections, records sections, Customs Procedure Codes and HS Tariff with the additional particulars to the new form such as registration of importers, additional details on the supplier, importer, transportation, carrier, port of arrival and shipment.

     

    The new Trader Declaration Form is designed to modernise and expedite cargo clearance and revenue collection and is available at all major ports of entries.

     

    The Customs Management and Duties Act No. 6 of 2010 mandates the use of the new Trader Declaration Form, officially launched on September 17, 2012 and coming into full effect on January 2, 2013, replacing permanently the T12 form.

     

    Her Majesty’s Customs Department is tasked with facilitating legitimate trade and enforcing import and export regulations. The new Trader Declaration form is in line with both HM Customs’ mandate, in addition to Government’s commitment to managing and monitoring the import and export of goods.
