PAM Leader Hon. Shawn K. Richards Tells PM Douglas to Come Clean on “Cash for Sewage”

Hon. Shawn K. Richards
PAM's Public Relations Office Press release

“The Prime Minister needs to provide a proper answer to this Cash for Sewage matter. Even if he himself did not negotiate to bring this sewage to St. Kitts, can he speak for Lex Consulting? Does he know if Lex Consulting has had discussions with Khan, the Pakistani businessman named in the allegations? Has Lex Consulting negotiated on behalf of the government before?”

Basseterre, St.Kitts (Sunday May 19th 2013):- The opposition in St. Kitts says that it is very concerned that the Government of Prime Minister Dr. Denzil Douglas has not unequivocally denied the recent rumours that it has been engaged in discussions with a Pakistani businessman in Dubai to ship human waste from that city, to be dumped and disposed of in St. Kitts.

“This whole matter is very serious, and one that the Government ought to set the record straight on, instead of engaging in the usual disrespectful personal attacks on private citizens who have raised the issue”, stated an opposition spokesman.

Leader of the People’s Action Movement, (PAM) Hon. Shawn K. Richards said, neither he nor the country is comforted or satisfied with Prime Minister Dr. Denzil Douglas’ response to questions posed by the public regarding the story which suggests or alleges that the country’s Counsel General to Dubai and a company called Lex Consulting LLC had finalized negotiations with a Pakistani national, to have tons of sewage shipped to St. Kitts to be dumped on 1,000 acres of land, possibly owned by the Government and which was once in sugar agriculture.

Richards said “I honestly cannot be comforted by the Prime Minister’s response to this matter. We are concerned about this alleged story. Based on his history of lies and deception, it is important for him to fully explain the matter and indicate if there were ever any such discussions. However given the Prime Minister’s track record of being a High Court Certified Stranger to the Truth, he would have a hard time convincing the public that there is absolutely no truth to the charges,” said the leader.

One can still remember that it was this same Prime Minister who looked the people of this country in the eyes and said to them that the sugar industry would close over his dead body and within months he closed it. It was also Denzil Douglas who lied to the people and said in 2010, just before the elections, that he was not planning to introduce the Value Added Tax, (VAT), and within months he dropped a very high 17% VAT tax on the people. Again, it was the same man who said that he would reduce electricity rates but instead increased them. The same man who promised to introduce a health scheme for all civil servants and create a gratuity system for non-government workers, and also promised to make Christmas bonuses an annual benefit for public sector workers, and yet has failed to do so. He therefore cannot be trusted with the truth.

However, because of the serious and embarrassing nature of this latest allegation, we truly want to believe that the government is not so desperate for cash and that the charges about the cash for sewage discussions are false; because we want to believe that our prime minister cannot stoop so low. However, how can we easily believe this man when in 2010 he also strongly denied that he knew nothing about Lex Consulting and any payments to him, but later admitted that he did indeed know of Lex Consulting which is owned by the mother of his children and the lady he now has as the Counsel General in Dubai?

His description of the CASH FOR SEWAGE story as crap and nonsense does little to provide the nation with any sort of assurance that our country will not shortly be the dumping ground for sewage from the UAE. In 2000 or there about the country got wind of a story out of the US which stated that the Prime Minister had actually approached the US Government about accommodating a US Navy bombing range here on the island after said bombing range was being forced out of Vieques, an island just off Puerto Rico. The country was equally shocked and outraged back then that our country’s leader would actually make such a ridiculous proposal. And if we can recall he also similarly dismissed that story as nonsense. The idea was scrapped probably mainly due to public outcry. If he could even consider bringing a bombing range to St. Kitts it would not be far-fetched for him, or anyone close to him, to ponder, or negotiate, to bring tons of sewage to dump on our lands that were paid for by our first prime minister Dr. Sir Kennedy Simmonds, after they were acquired, years before, (but unpaid for) by the Bradshaw Administration.

Richards is calling on the Prime Minister to provide answers to the country on a number of issues regarding the Cash for Sewage matter. Has Lex Consulting negotiated on behalf of the government before?” asked Richards

Hon. Richards went on to urge citizens as well as NGO’s to call on the government and the Prime Minister to give proper answers to the cash for sewage scandal.

“I call on PM Douglas to provide the nation with proper answers and I am calling on every citizen and resident of this country to make it abundantly clear to the Prime Minister, as we did in 2000, with the bombing range, that we absolutely reject and will not allow, under any circumstance, this alleged CASH FOR SEWAGE project to happen,” concluded Richards.

A social media article claimed recently that the cash for Sewage issue was negotiated, for a number of years, with the Government of Prime Minister Denzil Douglas, and agreed to with a private operator for the removal and disposal of sewage in Dubai. A company called Lex Consulting was also named in the article as an entity that also engaged in discussions, on behalf of the government, to help negotiate and settle on the arrangements for the shipment of what would be millions of tons of human feces, to be dumped in St. Kitts, which was said to be strapped for cash because of its huge National Debt.
