February 4th, 2014 -- Mutryce A. Williams has earned the designation of Certified Homeland Protection Professional (CHPP) from the National Domestic Preparedness Coalition’s (NDPCI) Global Center for Threat, Risk, and Vulnerability and the National Sheriffs’ Association’s (NSA) Institute for Homeland Security Professional Certification Board.
According to the NDPCI and NSA Professional Certification Board correspondence, the CHPP designation places Ms. Williams amongst a distinguished group as she possesses the requisite knowledge, skills and abilities to be considered a professional in the area of homeland protection. Individuals who hold the Certified Homeland Protection Professional (CHPP) designation are prepared to help organizations prevent, protect against, prepare for, respond to, mitigate and recover from all hazards. These individuals have demonstrated competency, knowledge, skills and abilities in the blended discipline area of Homeland Protection and have completed a rigorous qualification and testing program.
Williams whose credential folder was described as “impressive” is the holder of the FEMA Emergency Management Institute Professional Development Series Certificate. In the past two years, she has also amassed fifty-four (54) certificates in the homeland security and emergency management field. Some of the areas in which she holds certificates are Tsunami Awareness, Earthquake Basics Science Risk and Mitigation, Incident Command System, NIMS, Hazardous Materials Prevention, Introduction to Radiological Emergency Preparedness Exercise Evaluation, Legal Issues and Disasters, Basic Instructional Skills, Exercise Design, National Response Framework, Active Shooter What You Can Do, Emergency Planning, Implementing Critical Infrastructure Security and Resilience, Surveillance Awareness: What You Can Do, Introduction to Continuity of Operations, Resilient Accord-Exercising Continuity Plans for Cyber Incidents, Research in Training and Education, Military Resources in Emergency Management, Social Media in Emergency Management, Fundamentals of Risk Management and the Role of Voluntary Agencies.
In 2011 Williams underwent training at the Virgin Islands Territorial Emergency Management Agency (VITEMA) where she served in the capacity of Aide to the Director of VITEMA/Homeland Security Advisor of the USVI, Brigadier General Elton Lewis. Her duties involved providing highly confidential research, documentation, analytical and administrative support services. Her time at VITEMA saw her participating in the FEMA Region II RISC Meeting in Puerto Rico in 2012; in the multiple review process of the All Hazards and Tsunami/Earthquake Plans for the USVI, as well as monthly USVI Emergency Management Council Meetings. During this time Williams was also exposed to the practical aspects of the field as she was able to observe and provide feedback on tabletop and full scale exercises.
Williams also got the opportunity to provide critical, highly confidential support for United States Vice President Joseph Biden’s 2011 visit to the Territory and was subsequently awarded the Coin of Excellence and Service for work performed on the auspicious event.
She is a member the International Association for Emergency Management (IAEM), Emergency Management Professional Organization for Women’s Enrichment (EMPOWER), ASIS International, National Domestic Preparedness Coalition (NDPCI) and the International Association of Counterterrorism and Security Professionals (IACSP).
Williams who volunteered as an English Teacher with the St. Kitts Defence Force in 2002-2003, said that she would welcome the opportunity to lend her expertise in assisting the security forces in her native country of St. Christopher and Nevis and the region, as the security forces are near and dear to her. Williams who recounts a childhood growing up on the grounds of the SSU at Springfield said that this recent accomplishment is “bittersweet” as it is one that she would have loved to share with her father the late Inspector Frederick E. Baker.
The mother of Aidan Daniel Alexander Morris and Ethan Matthew Nicholas Morris is steadfastly focused on raising her two young sons, while completing the requirements for a doctorate in Public Policy Administration with a double concentration in Homeland Security Policy and Coordination and Terrorism, Mediation and Peace.
