02 November, 2015, BRIDGETOWN – As the Caribbean Energy Efficiency Lighting Project (CEELP) draws to a close at year end, the CEELP team continues to support government partners in Barbados and the Eastern Caribbean in transitioning to energy efficient lighting.
On October 28 and 29, the team hosted a training seminar at the Radisson Aquatic Resort in Barbados focusing on project development software. Attendees were mid and senior-level technicians in Ministries of Environment, Energy and Finance in Antigua, Barbados, Dominica, Grenada, St. Kitts, St. Lucia and St. Vincent and the Grenadines.
The training allowed representative agencies to evaluate the energy production and savings, costs, emission reductions, financial viability and risk for various types of Energy-efficient Technologies, with particular emphasis on energy efficient lighting. The proposed software should also assist users in evaluating the potential outcomes of proposed projects as well as aid in determining the best intervention strategies (projects) to accomplish specific objectives. Participants were trained on various project planning software including, RetScreen, Energyplan, Super-Efficient Equipment and Appliance Deployment (SEAD) and Reluxe Suite, among others.
Simultaneously, the CEELP is also overseeing the replacement of street and office fluorescent lights with LED lights in 6 Eastern Caribbean countries and Barbados. In Antigua and Barbuda, street light fixtures are being converted to the LED equivalent on the Sir George Walter Highway; in Barbados, all 901 and 470 T8 and T12 fluorescent lights are being replaced with LED bulbs at the Black Rock Polyclinic and Probyn Street Fire Station and one thousand bulbs at Dominica’s Government Head Quarters and Treasury Building are also being changed.
Grenada’s street lamp retrofits took place in the Tanteen area and the Careenage in St. Georges, as well as Hillsborough, Carriacou. St. Vincent and the Grenadines, St. Kitts and Nevis and St. Lucia all had their fluorescent lights replaced with LEDs in institutions such as libraries, schools, post offices, courts and Government offices.
CEELP is a UNDP/SIDS DOCK Support Program project designed to assist Barbados and the OECS territories in removing the policy, capacity and investment barriers to EE lighting. These goals are expected to be achieved through pilot demonstrations and training; regulatory assessment and policy development support; and support for de-risking and EE financial network development.
