Contractor ‘Lal’ celebrates upgrade of Sandy Point facility

Contractor Addison ‘Lal’ Duncan
By: SKNIS, Press Release

Basseterre, St. Kitts, February 26, 2016 (SKNIS): Contractor Addison ‘Lal’ Duncan of Duncan Building Construction completed the lighting project of the New Sandy Point Recreation Ground on time, making it possible for history to be made on Sunday (February 28) when the Charles E. Mills Secondary School hosts its Sports Day under professional outdoor lighting.

Duncan was subcontracted for the project which began on Monday, February 15. He worked under the guidance of Tony Howard of Barbados who supervised the Warner Park lighting project in 2013. The job at Sandy Point required the mounting of four poles with a total of 72, 400 watt bulbs – 18 on each pole. The task was new for Duncan and he said he learnt quite a bit.

If the Government has to do another project like this and they call me, I will be able to manage it properly because I learnt a lot,” he said, noting that the experience gained from Tony Howard as well as the engineers from Puerto Rico was beneficial. “This is history so Lal is part of the history.”

Mr. Duncan credited the Deputy Prime Minister and Minister of Sports, Honourable Shawn Richards, for fulfilling the promise he made to constituents. He said the deputy was hands on during the construction.

“He came every day, twice a day,” Mr. Duncan stated, noting that he spends around two hours in the morning from 7 a.m. to 9 a.m. and then returns in the afternoon or evening. Lal recalled when a box was being placed in one of the holes that was dug, the deputy prime minister got involved.

“He (Shawn) stood up over the box with me and he held the level and he said Lal, show me.” Minister Richards also assisted Mr. Duncan in and out of the hole, spending about five hours that day at the site. Mr. Duncan joked “he almost became a workman.”

Deputy Prime Minister Richards said he enjoys being in the field.

“I am one of those ministers of government who is not just sitting down in an office,” he said. “I’m actually out in the field, I’m out in the schools, I’m out at the sporting facilities, I’m out at functions being held by persons within the youth department, by organizations affiliated with the youth department, cultural activities. I am out there seeing what is happening, hearing from persons, very much involved in what is happening.”

Deputy PM Richards said this allows him to get a feel for how Government’s policies and programmes are impacting citizens and also allows direct one on one contact.
