    Basseterre, St. Kitts, (15 April 2016) - The Ministry of International Trade, Industry, Commerce and Consumer Affairs in Collaboration with the Customs and Excise Department will be conducting a training course on Customs and Trade Facilitation. The training is scheduled to take place in the conference room at Customs House, Customs and Excise Department, Bird Rock, St. Kitts. 

     

    The training course is an output of the CARIFORUM-EU Capacity Building Project that is funded under the 10th EDF, with overall objective to support CARIFORUM Member States’ beneficial integration in the world economy.

    The course is targeted at the Customs and Excise department, other trade regulatory agencies and the private sector. Trade facilitation is intended to create an enabling environment that speeds up the passage of legitimate trade goods through border controls, allowing customs to focus on goods that pose a significant risk. As such, enhanced knowledge of customs and trade facilitation measures is considered vital in the context of bilateral trade agreements, especially the CARIFORUM-EU Economic Partnership Agreement (EPA) and the WTO Trade Facilitation Agreement.

    The course will provide participants with a general knowledge of customs and trade facilitation measures, as well as an understanding of their role in the successful implementation of these measures in inter-regional and international trade.  

    The main areas to be covered in the training include:

    Principles of Modernized Customs Legislation

    Modern Customs Techniques:
    - Risk Assessment
    - Advance Binding Rulings
    - Simplified Procedures for Entry and Release of Goods
    - Post Clearance Controls and Company Audit Methods
    - Automation of customs and other trade procedures

    Mechanisms for Customs Cooperation:
    - Relations with the Business Community

    Specialized Focus Areas
    - Customs Valuation
    - Rules of Origin
    - HS Classification

    The project is being implemented by a consortium led by Equinoccio (Spain) which includes the London School of Economics (UK), SGS (Netherlands) and Maastricht School of Management (Netherlands), while the training sessions will be conducted by Mr. Claude Paul, a senior expert in the areas of customs and trade.
