BASSETERRE, St. Kitts - LAW enforcement officers from various member territories of the Regional Security System (RSS) are in the Federation for a six week Leadership Training Workshop aimed at enhancing their managerial skills.

The Workshop got underway today (June 6) and is premised on a needs assessment undertaken by the regional body which highlighted the deficiencies in several areas in member states.

According to Superintendent Glen Paul, Training and Institute Manager (RSS), there is a lack of training and a breakdown in leadership at the highest level in law enforcement agencies in the RSS territories, which prompted them to institute the course to deal with those management issues.

“The aim of this training is to train senior officers in management and leadership. The RSS did a needs assessment during 2010 and leadership was a deficiency in that area, and as result we have the Staff and Command Course which is one of our management course which will instil leadership and management to the security agencies throughout.”

“The RSS developed a corporate plan, 2010 to 2017. And in that corporate plan the overarching goal is to ensure that training is relevant and current in order to meet the needs of member states,” he added.

The course would see 24 participants from seven member states – Antigua and Barbuda, Barbados, Dominica, Grenada, St. Kitts and Nevis, St. Lucia and St. Vincent and the Grenadines - undertaking studies in areas including Topic Writing and Management and Leadership.

Commissioner of Police Ian Queeley told the course participants that he and other senior law enforcement officers from around the region had participated in a similar course, pointing out that the experience, when completed, would be “rewarding” and the benefits would be tremendous.

“You are here because within your various organizations someone has seen you demonstrated those attributes of leadership and management that would be essential to the continued transformation of various services to meet the various law enforcement and citizens safety challenges of today and the future.”

According to the RSS official website, the course is centrally designed to prepare Police Officers to perform Staff functions of a general nature that are appropriate to their ranks, and to provide the foundation for their subsequent professional development.

The website noted that it is also “designed to further develop the management and operational command skills of potential Senior Police Officer and to provide transferable academic and research knowledge and skills, to officers who may wish to further their academic development”.
