New Policy Unit Established Within Ministry Of Finance

    BVI, 16 August 2016 - The Government of the Virgin Islands is strengthening its policy-making framework and has established a new Policy Unit, headed by Deputy Financial Secretary, Mr. Wendell Gaskin.

     

    Financial Secretary, Mr. Neil Smith stated, “With Mr. Gaskin’s skills and expertise as the Deputy Financial Secretary, he has been asked to head up this new initiative which involves formulating and developing policy on matters that cover the entire spectrum of the public service and its responsibilities.”

    Mr. Smith added that the new unit is similar to others that are found in finance ministries and cabinet offices around the world. He said that it has become necessary in view of the quantity and complexity of policy matters that need focused attention and are currently facing the Territory and the Government of the Virgin Islands.

    Mr. Smith said, “Due to the importance of the matters to be investigated, analysed and provided with input, it is critical that someone with the varied experience and competence of a Deputy Financial Secretary such as Mr. Gaskin be utilized.”

    The overall goal of the new unit is to ensure more effective and collaborative policy making across ministries, and to enable better economic and strategic planning for the future development of the Territory. 

    Among other responsibilities, the Policy Unit will strengthen and centralise the creation of policies and aid in long-term planning among ministries. It will also highlight and manage potential challenges created by cross-cutting policies. In fulfilling its mandate, the unit will rely on international best practices in strategic planning and policy coordination, and build a cadre of policy analysts across ministries to facilitate the collaborative policy-making process.
