B.V.I. Wednesday, 26 August – The Department of Disaster Management (DDM) is continuing efforts to improve its performance and efficiency levels as well as that of its partners.
Recently, the department in collaboration with the Caribbean Disaster Emergency Response Agency (CDERA) through the Regional Comprehensive Disaster Management Harmonization Implementation Project which is funded by the Department for International Development (DFID) and Canadian International Development Agency (CIDA), embarked on a training session in pursuit of this objective.
The three-day training focused on a Results-Based Management (RBM) approach to the Virgin Islands Comprehensive Disaster Management Strategy and Programming Framework. It introduced participants to the concepts included in RBM that allow for the development and monitoring of strategic plans.
The training was conducted by Baastel of Quebec, Canada which has a unique approach to the management of national and international events, with corporate knowledge of management and development issues.
The main objectives of the training were to better understand the Results-Based Planning and Management process; strengthen the skills in Monitoring and Evaluation System for Programmes or Projects and support the monitoring and evaluation report for annual programme budget.
Participants were exposed to a variety of facilitating methods and techniques through participatory group work with plenary reporting and discussions for consensus building and sharing of experiences and ideas.
Participants from the Department of Human Resources, Town and Country Planning Department, Ministry of Health, National Parks Trust, Deputy Governor's Office, the Complaints Commission and DDM were also exposed to the development stages of a Logical Framework Analysis (LFA) and a Performance Measurement Framework (PMF), which they were able to apply to their individual work programmes.
Exposure to these human resource management and development interventions will serve as the foundation in influencing and facilitating competent and professional departments in the public service that are responsive to the needs of stakeholders through effective and efficient service delivery.
DDM also hosted a follow-up workshop on Proposal Grant Writing using the Results-Based Management Framework. This workshop was facilitated by Joseph Smith Abbot who was highly recommended by regional organizations. This training allowed participants to link the LFA to the proposal grant writing process.
