    The UWI Regional Headquarters, Jamaica, W.I. Monday, August 18, 2025 — The Office of Administration at The University of the West Indies (The UWI) is pleased to announce the appointment of Ms. Delrene Liverpool-Young as University General Counsel, effective August 1, 2025. She will serve in this role for five years, bringing significant legal expertise, strategic insight, and an impressive record of regional and international public service.

     

    Ms. Liverpool-Young is a highly respected legal and governance professional, known for her leadership in regulatory compliance, public procurement reform, and institutional capacity building. She has cross-jurisdictional experience spanning Jamaica, Italy, and Trinidad and Tobago. Most recently, she served as Corporate Secretary of the Board at the Office of Procurement Regulation in Trinidad and Tobago, where she provided legal and strategic direction to executive management and led transformative initiatives in governance and operational performance. Her published research on cybersecurity and public procurement has received global recognition, highlighting her commitment to innovation and national security.

     

    She graduated Summa Cum Laude from the International Master in Public Procurement Management (IMPPM) programme at the University of Rome Tor Vergata, where she was also selected as Valedictorian of her cohort. She holds an LLM in Corporate and Commercial Law (UWI St. Augustine), an LLB (UWI Mona), an LEC (Sir Hugh Wooding Law School), and a BSc in Political Science and Law (UWI Cave Hill). She also earned a Postgraduate Diploma in Public Procurement Law and Practice from Osgoode Hall Law School (York University), and holds certifications in governance solutions, strategic planning, legislative drafting, and procurement management.

     

    As University General Counsel, Ms. Liverpool-Young will oversee legal affairs across all campuses, advise the University Council and Executive Management, and promote legal integrity and institutional resilience as The UWI continues to strengthen its legal and regulatory frameworks in accordance with international best practices.

     

    The UWI extends its warmest congratulations to Ms. Liverpool-Young and looks forward to her leadership in navigating complex legal landscapes and supporting the University’s mission of academic excellence and regional development.
