Basseterre, Saint Kitts, February 12, 2026 (SKNIS): Minister of Sustainable Development, Environment, Climate Action and Constituency Empowerment, the Honourable Senator Dr. Joyelle Clarke, addressed growing concerns surrounding vending activities in urban Basseterre during her statement in Parliament on Thursday, February 12, 2026.
The minister acknowledged that vending remains an important source of income for many families but stressed that it must operate within established standards and legal requirements.
“As it relates to vending in urban Basseterre, we have a growing challenge that we have to address, and it results in conversations with vendors, small vendors, the informal sector,” she stated.
She confirmed that the ministry will begin direct engagement with vendors along Fort Street, Pond Road (the Agro Strip), Buckley’s, and other areas throughout Basseterre where vending activity has expanded in recent months.
Minister Clarke reminded vendors that food sales require proper authorisation and adherence to public health standards. She also clarified that the Pond Road Agro Strip was created specifically for food processors, farmers, and individuals selling agricultural produce on behalf of farmers, and not for unrelated commercial enterprises.
Addressing vendors operating in temporary spaces such as the Buckley’s parking lot, the Minister emphasised that permissions granted were conditional and tied to mobility, temporary setup, and proper sanitation practices.
She further raised concerns about vending along the bypass corridor, noting the increased traffic risks associated with roadside sales and the obstruction of vehicular flow. Particular concern was expressed about the construction of permanent structures without the necessary approvals.
“We are going to have to have a conversation with you to find an appropriate location,” she said, underscoring that vendors operating outside of approved guidelines will be required to regularise their status or relocate to designated areas.
Recognising the need for expanded commercial opportunities, the Minister disclosed that the Ministry is working to establish structured vending zones within the capital.
“We are about standards, about protecting not just your rights for livelihood, but also protecting the people who have to patronise your businesses,” Minister Clarke affirmed.
Dr. Clarke said the ministry will continue engagement efforts through public sessions and direct dialogue as part of a broader strategy to strengthen urban planning, public safety, and commercial order in Basseterre while safeguarding livelihoods.
