Basseterre, Saint Kitts, May 13, 2026 (PMO) — In another major step toward transforming healthcare access and strengthening social protection in St. Kitts and Nevis, the Government has officially launched a new Digital Insurance Card system that will allow approximately 8,500 public servants to access real-time medical claims processing without having to pay full costs upfront or submit reimbursement forms.
The initiative, launched on Wednesday morning, May 13, through a partnership between the Government of Saint Kitts and Nevis and National Caribbean Insurance (NCI), represents the latest phase of the government’s broader healthcare reform agenda, following the December 2025 expansion of lifetime health insurance coverage for public sector employees and retirees. Under that reform, government workers received enhanced lifetime medical coverage of up to EC $1 million, while retirees also benefited from significantly improved insurance protection and expanded dependent coverage.
Prime Minister and Minister of Finance, the Honourable Dr. Terrance Drew, described the launch as part of the government’s continued effort to ensure that healthcare remains accessible and affordable for the people of Saint Kitts and Nevis. “We believe that health care is a human right, that health care should not be a privilege, but it should be a human right,” Prime Minister Drew stated during the ceremony.
The new NCI WellCare Digital Insurance Card allows insured government employees and eligible dependents to receive healthcare services through participating providers while only paying the required co-payment at the point of service. The remaining balance is processed electronically in real time through NCI’s digital claims system.
Chief Executive Officer of National Caribbean Insurance, Mrs. Diana Williams Humphreys, explained that the system is designed to modernize healthcare access while significantly improving the customer experience for public servants. “We heard you, and we have delivered today,” Mrs. Williams Humphreys said, while noting that the initiative was developed after extensive discussions with the Government regarding improving healthcare service delivery for employees.
She explained that once patients visit a participating doctor, pharmacy, diagnostic facility or other approved healthcare provider, they simply present their digital insurance card along with a photo ID. The provider then processes the claim electronically through a card reader system. “There’s no claim form to be filled out,” Mrs. Williams Humphreys said. “There’s no waiting for reimbursement, and real time access to health benefits.”
The system currently includes participating providers in Saint Kitts, Nevis and Anguilla, with additional providers expected to be added continuously.
Prime Minister Drew used the occasion to reflect on the financial burdens many citizens previously faced under the traditional reimbursement model, where patients often had to pay hundreds of dollars upfront before later seeking reimbursement through manual claim submissions.
The Prime Minister also linked the initiative to broader reforms undertaken by his administration to improve the welfare and long-term security of public servants, including pension reforms and enhanced retirement benefits for Government Auxiliary Employees (GAEs).
“Now you have a gratuity, now you have a pension, and now you have health care, until the Lord decides to take you from this earth,” Dr. Drew stated.
