Charlestown, Nevis — The Nevis Disaster Management Department (NDMD) will spearhead a multi-agency fire emergency simulation exercise entitled “Caught by Surprise: Fire Outbreak During Camp Siesta” on May 21 at 2:00 PM at Fort Charles, Nevis, as part of a broader international study abroad program focused on disaster preparedness, applied emergency management, and community resilience.
The initiative is being conducted in collaboration with Widener University, Utah Valley University, the National Emergency Management Agency (NEMA), the Ministry of Health, the St. Kitts-Nevis Red Cross Society, and other national response partners. The simulation will recreate a sudden fire outbreak during an afternoon camp rest period. Participants will respond to evolving crisis conditions, including evacuation procedures, injuries, smoke inhalation, missing person accountability, panic management, and emergency public communications. The exercise is intended to provide practical exposure to emergency response operations while improving inter-agency coordination, operational readiness, and public safety capacity among local responders, students, volunteers, and supporting partners.
The broader program will also incorporate first aid and CPR training as part of ongoing efforts to improve lifesaving skills and strengthen community preparedness.
Key components of the simulation exercise will include:

Participating agencies and partners are expected to include Fire and Rescue Services, Emergency Medical Services, the Ministry of Health, the Royal St. Christopher and Nevis Police Force, the National Emergency Management Agency (NEMA), the St. Kitts-Nevis Red Cross Society, Alexandra Hospital, camp leadership teams, communications personnel, students, and supporting stakeholders. Members of the public are advised that emergency vehicle movements, simulated casualty management activities, and response operations observed in the Fort Charles area during the exercise period will form part of a planned simulation and should not cause alarm.
The fire simulation exercise is one component of a broader two-week international study-abroad program being coordinated by the Nevis Disaster Management Department and partner universities. The program brings together ministries, emergency response agencies, and health professionals, universities, students, and community partners to promote applied learning, disaster preparedness, public health awareness, emergency response training, and institutional collaboration through field activities, practical exercises, professional exchanges, and community engagement initiatives throughout St. Kitts and Nevis.
