WASHINGTON, DC – EFFORTS to contain the spread of Ebola in the eastern Democratic Republic of the Congo (DRC) are being intensified, as the World Health Organization (WHO) launches a revised response plan requiring US$1.3 billion over the next six months.
The plan is aimed at strengthening the response in affected communities through expanded disease surveillance, contact tracing, treatment, community engagement and preparedness activities.
The announcement comes as the Ebola outbreak continues to claim lives in the eastern provinces, with more than 3,200 deaths reported to date.
United Nations agencies and health officials from across the region have been working with authorities in the DRC to contain the virus and prevent further transmission. However, the response is being complicated by continued insecurity and armed clashes in parts of the east, where access to some communities remains difficult.
The violence has created additional challenges for health workers attempting to identify people who may have been exposed to the virus, monitor suspected cases and ensure patients receive timely treatment.
Against that backdrop, UN Humanitarian Coordinator Damien Mama has begun a four-day visit to North Kivu to assess the ongoing response and examine the wider humanitarian situation.
North Kivu is among the areas that have faced years of armed conflict, displacement and humanitarian emergencies. The Ebola response is therefore taking place alongside efforts to assist communities affected by violence, food insecurity and displacement.
The UN says the scale of the humanitarian needs across the DRC remains immense.
Meanwhile, the Food and Agriculture Organization of the United Nations (FAO) is stepping up its support in Ituri and North Kivu, with a particular focus on reducing the risk of animal-to-human transmission of Ebola.
FAO is strengthening veterinary surveillance and training to help identify and manage potential disease risks, while also supporting vulnerable households with seeds, agricultural tools, poultry and cash assistance, officials revealed during a press conference at the United Nations Headquarters in New York on Tuesday (Sept.8).
The support is intended not only to reduce health risks but also to help families maintain their livelihoods at a time when conflict and disease outbreaks have disrupted economic activity and access to food.
The Ebola outbreak has generated international concern because of the virus's ability to spread rapidly and cause severe illness. Previous Ebola outbreaks in the DRC have demonstrated the importance of early detection, contact tracing, isolation and treatment, as well as cooperation from affected communities.
Health officials have repeatedly stressed that community engagement is critical to controlling outbreaks, particularly in areas where fear, misinformation and distrust can make it more difficult for residents to cooperate with health teams.
The current response is also being affected by a significant funding gap.
The DRC's US$2.1 billion Humanitarian Response Plan is only about half funded, according to humanitarian officials, leaving agencies facing major challenges in maintaining operations.
The UN and its partners are appealing for additional international support to sustain humanitarian assistance while strengthening efforts to contain the Ebola outbreak.
With violence continuing in parts of eastern DRC, humanitarian agencies are warning that containing Ebola will require not only medical intervention but also safe access to affected communities and sustained international support.
The UN is urging donors to provide additional funding as health and humanitarian workers continue their efforts to contain the outbreak and assist communities facing one of the country's most complex humanitarian emergencies.
