BVI GIS Press Release

Wednesday, January 20 –The Ministry of Communications and Works is announcing the resumption of work on the roof replacement project after a series of delays due to inclement weather.

“The roof replacement project is very important to me and I am happy to see that work has resumed after over a month of delays caused by the rain,” Minister for Communications and Works, Hon. Julian Fraser, RA stated.

According to the Project Manger, Mr. John Penn, the contractors completed the demolition phase of the project at the end of November last year and were to begin the second phase of process which is the installation of the light weight concrete as part of the new siplast multi-layer roofing system for the Central Administration Building (CAB).

Unlike the demolition phase which had a noise impact on the occupants of the building, the second phase will be less intrusive Mr. Penn told the Department of Information and Public Relations. According to Mr. Penn, the only noise people can expect from this process will be during the installation of the insulation anchors which will prevent the uplifting of the roofing system. The anchors will be installed at the edges of the roof.

“The installation of the light weight concrete is a process that is used to give the roof slopes and is installed with the combination of styrofoam which adds additional insulation to the roof,” Mr. Penn continued.

Providing that there is no further hindrance from the rain, Mr. Penn says he expects this phase of the project to be completed in the next two months.

On July 13, 2009 Government signed a $1.9 million contract with Roy’s Construction Inc., whose offices are based in St. Thomas, United States Virgin Islands, for the removal and replacement of the existing roofing system at the CAB.

The Ministry of Communications and Works remains committed to ensuring the continued development and proper maintenance of the Central Administration Building in compliance with the Occupational Safety and Health Administration’s (OSHA) and other international standards.
