Julian Willock Confirmed as Permanent Secretary, assigned to Ministry of Communications and Work

    Road Town, Tortola, VI   22 March, 2010: The Water and Sewerage Department announced that effective today, its former Director Julian Willock has been promoted and confirmed as a Permanent Secretary, after His Excellency the Governor consulted with the Public Service Commission.  Mr. Willock will be assigned to the Ministry of Communications and Works, where he has been acting in the post for two months.

     

    As the Permanent Secretary assigned to the Ministry of Communications and Works, Mr. Willock becomes the Chief Advisor to the Minister for policies that falls under the Minister’s portfolio. The Ministry of Communications and Works has seven departments/units under its responsibilities.  They are as follows: the Public Works, Water and Sewerage, and Vehicle Licensing Departments, The Fire and Rescue Services, along with the Facilities Management, Electrical Inspection and Telephone Services Management Units.

     

    The Ministry also overseas three statutory bodies: the BVI Airports Authority, the Telecommunications Regulatory Commission and BVI Electricity Corporation. These agencies are governed by Boards appointed by the Minister in Cabinet.

     

    Mr. Willock said that he humbly accepted yet another opportunity to serve his country, and thanked the Hon. Julian Fraser RA, for the confidence he has placed in him. He also expressed thanks to the Governor and the entire Public Service Commission.  He said his only goal is to serve his country in whatever capacity he could.

     

    Mr. Willock, a Virgin Islander by birth and parentage, holds a Bachelor’s as well as a Master’s Degree in Political Science from the University of Buffalo, New York and a certificate in Public Administration from the University of the West Indies. 

    He has also had the benefit of one year of post graduate law schooling, at the University of Surrey in Guilford, England.  Mr. Willock has also worked and lived in New York, USA. Subsequently, he has come to this assignment with a wealth of private sector experience. Prior to his being assigned to the Water and Sewage Department in October of 2004, he has worked from 1997 to 2004 as Assistant Secretary in the Ministry of Natural Resources and Labour.
