B.V.I. - The project is entering its final phases of the installation of the siplast roofing system. “The siplast roofing system has many redundancies built in by design to ensure that there is no water infiltration and therefore consists of many steps,” Project Manager Mr. John Penn told the Department of Information and Public Relations. - The Central Administration Building (CAB) Roof Replacement Project is 68% completed.

“The process began with the demolition of the old roofing system and the installation of a temporary roofing system. The next phase saw the installation of light weight concrete which was used to establish positive slopes on the roof, then a layer of torch applied membrane known as paradiene 20 (tsp) which acts as a sealer was applied,” Mr. Penn recalled.

“Now we are to the point where the workmen are installing the flashing and once completed then a layer of the parapro resin will be placed on the paradiene 20 (tsp). Following that, a fleece material used for strength will be soaked in the resin. The last phase will be the application of the final layer of parapro resin which will complete the roofing system,” Mr. Penn announced.

Permanent Secretary in the Ministry of Communications and Works, Mr. Julian Willock said “we have heard the cries of the occupants of the Central Administration Building, and the Minister for Communications and Works, Honourable Julian Fraser has continued to place this project as high priority on his agenda and has taken a keen interest in the completion of this project.

Once completed the roofing system will be the largest and the only one of its type in the Caribbean region.

On July 13, 2009 Government signed a $1.9 million contract with Roy’s Construction Inc., whose offices are based in St. Thomas, United States Virgin Islands, for the removal and replacement of the existing roofing system at the building.

The Ministry of Communications and Works remains committed to ensuring the continued development and proper maintenance of the Central Administration Building in compliance with the Occupational Safety and Health Administration and other international standards.
