O’neal confirmed as permanent secretary for education

    B.V.I. - Ms. O’Neal whose confirmation is effective February 1, holds a Bachelor of Arts Degree in Spanish from the College of the Virgin Islands (now the University of the Virgin Islands); a Post Graduate Diploma in Education from the University of the West Indies and a Masters Degree in Educational Management from the University of Nottingham. – His Excellency the Governor, after consultation with the Public Service Commission (PSC), has confirmed Ms. Carolyn O’Neal’s appointment as Permanent Secretary in the Ministry of Education and Culture.

     

    Ms. O’Neal joined the Teaching Service in 1985 as a teacher. She was transferred to the Public Service in 1999 and served in the posts of Education Officer, Department of Education and Culture; Secretary General UNESCO; and Acting Deputy Permanent Secretary in the Ministry of Education & Culture. Ms. O’Neal was appointed to act in the post of Permanent Secretary in November, 2009 following the retirement of the former Permanent Secretary, Mrs. Sheila Brathwaite.

     

    The Permanent Secretary serves as the chief advisor to the Minister of Education and Culture and is responsible for the overall, planning, management and coordination of the Ministry.
