The Caricom Secretariat said the issue of the Regional Development Fund (RDF) has already been settled to allow Eastern Caribbean States to sign onto the Caricom Single market by June 30.
The Organization of Eastern Caribbean States (OECS) said the Fund is one of the matters that needs to be settled before they become part of the CSM.
However the Programmes manager of the CSM, Ivan Caryl said this has already been dealt with.
And another matter of contention for the OECS is the alien landholding agreement.
Prime Minister of Dominica, Roosevelt Skerrit, who has responsibility for Free Movement within CARICOM, wants his colleagues to expand the category of persons who qualify for free movement.
When CARICOM heads meet in St. Kitts Nevis next week, the leaders will examine a proposal to include nurses, teachers and domestic workers among those who can move freely in the region under CSME regulations.
