    Antigua and Barbuda's Head of Delegation, the Hon. Harold Howell is greeted by CARICOM'S Secretary General, His Excellency Dr. Edwin Carrington
    BASSETERRE, ST. KITTS (MARCH 25TH 2004)
    – St. Kitts and Nevis Thursday welcomed three new Caribbean leaders including the Antigua and Barbuda Minister of Foreign Affairs to the 15th Inter-Sessional Meeting of the Conference of Heads of Government of the Caribbean Community (CARICOM), paid tribute to outgoing Antigua and Barbuda Prime Minister Lester Bird and led regional officials in observing a minute’s silence for two former regional Heads of Government who passed away recently.
     
    Prime Minister Dr. the Hon. Denzil L. Douglas on behalf of the Government and people of St. Kitts and Nevis and other Heads of Government welcomed Premier of Bermuda, the Hon. Alex Scott; Chief Minister of the Turks and Caicos Islands, the Hon. Michael Misick and the delegation from Antigua and Barbuda led by the Hon. Harold Lovelle, Minister of Foreign Affairs, who were attending their first Caribbean Heads of Government meeting.
     
    “We look forward Mr. Lovelle, to working with you and your Government, led by your new Prime Minister, the Hon. Baldwin Spencer, who is the incoming Chairman of CARICOM. We wish to work with you closely so that we can seek to position the Region to meet the competitive challenge that we must confront together in this Region,” said Dr. Douglas.
     
    Prime Minister Douglas expressed the appreciation of Caribbean leaders to former Antigua and Barbuda Prime Minister, Mr. Lester Bird, “for his many years of dedicated service to the Region’s Community” and wished him well in his future endeavours.
     
    The Conference also observed a minute’s silence on the recent passing of former Dominica
    Delegates observe one minute's silence in respect of the passing of the late Prime Minister of Dominica Hon. Pierre Charles and former Prime Minister of Barbados, Sir Harold Bernard St. John.

    Absent also was Jean-Bertrand Aristide, the former President of Haiti, who was forced from office earlier this month.
